Objectives of Strengthening the Grassroots Program
- To develop potential Olympic gold medalists.
- To encourage children to play chess to enhance reading and math skills based on studies showing improved academic performance related to chess.
- To align sports development with the Medium Term Philippine Development Plan’s emphasis on strengthening education in math, science, and English.
Scope and Implementation of the Grassroots Program
- The program shall plan, implement, and oversee educational and training initiatives for boxing, chess, and other sports with gold medal potential.
- Collaboration with sports federations, Philippine Olympic Committee, schools, local governments, and private sector is mandated.
- Talent discovery through competitive tournaments among public and private school students.
- Development and honing of skills of exceptional and identified athletes.
- Provide training and financial support to grade school and high school scholars excelling in chess and gold medal-potential sports.
- Support athletes aiming for titles such as Olympic medals and Chess Master titles.
- Establishment of rules and regulations for program implementation.
- Conduct promotional campaigns to enhance awareness and achieve program goals.
Organizational Structure and Governance
- A Task Force of five members per sport program, appointed by the President, manages the grassroots program.
- Task Force composition includes:
- PSC Chairman
- Philippine Olympic Committee Chairman (Co-Chairman)
- Relevant Sports Federation Representative (Program Director)
- Philippine University Games Representative
- Business Community Member
- The Task Force appoints a full-time Operating Officer responsible for daily operations and administrative management.
Program Phases
- First Phase: Early recruitment and training to identify and nurture potential talents.
- Second Phase: Development and training of National Training Pool talents aimed at certification.
- Third Phase: Elite training and international competition preparation focused on achieving Olympic gold or Chess Grandmaster titles.
Funding and Resource Allocation
- Initial operation fund of Fifty Million Pesos sourced from Philippine Amusement and Games Corporation's (PAGCOR) mandatory contribution to PSC.
- Additional funding from PSC’s annual budget appropriations.
- PSC empowered to raise funds through donations, benefits, and other means to augment the budget.
Repeal and Modification of Inconsistent Issuances
- All previous executive issuances, orders, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly to ensure alignment.
