A law is enacted to strengthen the implementation of the Comprehensive Agrarian Reform Program in the Philippines, establishing the Office of Support Services to provide various support and coordination services to farmer beneficiaries and affected landowners, while mandating the creation of Agrarian Reform Communities and Provincial Agrarian Reform Coordinating Committees for effective implementation and monitoring.

Funding Requirement for Support Services

  • At least 25% of all agrarian reform appropriations must be allocated for support services.
  • Minimum establishment of one Agrarian Reform Community (ARC) in each legislative district with predominant agricultural population over five years.
  • Definition of ARC as barangay or cluster of barangays managed by Agrarian Reform Beneficiaries.
  • Collaboration with local governments, NGOs and people’s organizations for ARC establishment and development.
  • Identification of farmers' association or cooperative leadership in each ARC.
  • Authorization for DAR to seek grants, aid, or financial assistance from any source.

Provincial Agrarian Reform Coordinating Committee (PARCCOM)

  • Creation of PARCCOM in each province with members appointed by the President.
  • Composition includes representatives from DAR, Agriculture, Environment and Natural Resources, LBP, farmers' organizations, cooperatives, NGOs, landowners and farmer beneficiaries, and cultural communities if present.
  • Functions:
    • Coordinate and monitor CARP implementation at the provincial level.
    • Inform about CARP provisions and progress.
    • Recommend market prices to determine profit sharing obligations.
    • Recommend direct payment schemes with conditions ensuring fair terms and mediation by DAR if disputes arise.
    • Facilitate lease back arrangements, joint ventures and other schemes promoting security of tenure and income—lease back is the last resort.

Province-By-Province Implementation Guidelines

  • PARC provides guidelines tailored to each province according to local characteristics such as crop type, workload, beneficiary development needs.
  • Provincial level agencies promote development of ARCs while addressing other beneficiaries’ concerns.
  • Annual adjustment of public and private land distribution programs by PARCCOM based on prior operations.
  • Ensures availability or programming of support services prior to land distribution.

Effectivity Clause

  • The amendments and provisions take effect immediately upon approval of the Act.
