Institutional Strengthening and Authority
- The existing ad hoc structure was found inadequate for the required scope of work in values formation.
- The President has the authority, under Section 31, Chapter 10, Book III of EO 292 (Administrative Code of 1987), to reorganize the Office of the President’s administrative structure to enhance this function.
Renaming and Composition of the Council
- The Ad Hoc Council on Values Formation is renamed as the Presidential Council on Values Formation (PCVF).
- The President of the Philippines is the chairman of the PCVF.
- The Secretary of Education serves as the Vice Chairman.
- Up to nine leaders from various religious groups are invited as members.
- Members serve as private citizens without government remuneration.
- The Council determines its own structure for efficiency.
PCVF Secretariat
- A PCVF Secretariat is created to manage the technical and administrative needs.
- The Secretariat is headed by a Secretary General appointed by the President.
- The Secretary General holds the rank of Assistant Secretary.
Functions of PCVF
- Acts as the lead government agency coordinating with the non-government sector for just and moral governance.
- Serves as the primary mechanism to coordinate values formation programs from previous administrations.
- Receives, approves, prioritizes, and assists in implementing values formation programs targeted at the bureaucracy and Philippine society, including youth and families.
- Designs and assists in the implementation of such programs, alone or in cooperation with NGOs.
- Recommends to the President action against incorrigible or undesirable government personnel and may act as complainant in related cases.
- Manages the Values Formation Fund.
- Performs other functions as assigned by the President.
Values Formation Fund
- A dedicated fund, the Values Formation Fund, is created and managed by the PCVF.
Government Support and Funding
- All government departments, agencies, and offices are directed to fully support PCVF activities.
- The Department of Budget and Management is instructed to release an initial amount of PHP 1,000,000 for PCVF operations.
- Future funding for the PCVF and Secretariat shall be included in the Office of the President’s budget.
Repealing Clause and Effectivity
- All prior issuances, including EO Nos. 314 and 347, inconsistent with this order are repealed, amended, or modified accordingly.
- This Executive Order takes effect immediately upon issuance.
