Regulation of Online Gambling

  • Licensed online gambling operators must not allow bets or participation from persons outside the territorial jurisdiction of the licensing authority

  • License to operate online gambling is non-transferable and cannot be shared or encumbered
  • Operators wanting to operate outside their license jurisdiction must secure separate licenses

Presidential Oversight

  • Office of the President exercises oversight through an authorized representative
  • Representative coordinates with agencies and may recommend issuance of rules/regulations
  • Agencies directed to fully cooperate including PAGCOR, CEZA, AFAB, APECO, BIR, BI, BOC, AMLC, DILG, DICT, and PEZA

Reporting Requirements

  • PAGCOR, CEZA, AFAB, APECO, and similar regulators to submit consolidated reports on illegal gambling fight
  • Reports due within 6 months of order’s effectivity and every 6 months thereafter

Budget Provisions

  • Funding for implementation from existing appropriations in the 2017 General Appropriations Act
  • Future funding to be included in regular agency budgets

Repeal of Inconsistent Issuances

  • All conflicting executive orders, rules, and regulations are revoked, amended, or modified as necessary

Separability Clause

  • Invalidity of any provision does not affect the remainder of the order

Effectivity Clause

  • Order effective immediately upon publication in a newspaper of general circulation
