Objectives of the Grassroots Program
- To strengthen the Philippine Sports Commission's Grassroots Program aimed at developing potential Olympic gold medalists.
- To encourage children's participation in sports such as boxing and chess, with chess also aimed at enhancing reading and math skills.
Program Duties and Activities
- Planning, implementation, and oversight of comprehensive educational and training programs for boxing, chess, and other Olympic-potential sports.
- Coordination with sports federations, Olympic Committee, schools, local governments, and private corporations.
- Talent discovery through competitive tournaments among public and private school students.
- Development and training of identified exceptional players.
- Establishment and nurturing of a pool of grade school and high school scholars receiving training and financial support.
- Support for aspiring players to achieve Grandmaster or Olympic gold medalist status.
- Formulation of implementing rules and regulations.
- Conducting promotional and awareness campaigns for targeted sports.
- Execution of other necessary actions to strengthen the program.
Organizational Structure and Management
- Each sport’s grassroots program managed by a Task Force of five members appointed by the President.
- Composition includes PSC Chairman (Chairman), Philippine Olympic Committee (Co-Chairman), relevant sports federation (Program Director), Philippine University Games representative, and business community member.
- Task Force appoints a full-time Operating Officer responsible for day-to-day supervision and administrative management.
Program Components and Phases
- Phase 1: Early recruitment and training of young talents.
- Phase 2: Development and training of talents in the National Training Pool, subject to appropriation certification.
- Phase 3: Elite training and preparation for international competitions targeting Olympic gold medals or Grandmaster titles.
Funding and Financial Provisions
- Allocated an initial operational fund of Fifty Million Pesos (P50,000,000), sourced from mandated contributions by the Philippine Amusement and Games Corporation to the PSC.
- The PSC may also conduct fundraising activities including donations and benefit events to augment the budget.
Repeal and Modification of Inconsistent Issuances
- All previous executive issuances, orders, rules, or regulations inconsistent with this Executive Order are repealed or modified accordingly.
