Guidelines and Procedures for Streamlining
- Memorandum Order No. 27 dated August 13, 1992, prescribes the processes and guidelines for implementing streamlining.
- The streamlining process involves assessment and reorganization of departments/agencies and their functions.
Presidential Confirmation of Streamlining Measures
- Streamlining measures recommended by the Department of Budget and Management (DBM) in the June 1993 report are confirmed and authorized for adoption.
- The confirmed streamlining actions cover functions, activities, projects, organizational structure, and staffing for agencies listed in Attachment "A".
- Agencies are to incorporate these measures into their operations and the formulation of their 1994 budget proposals.
- The DBM is responsible for notifying agencies about approved proposals and related budget realignments.
Budgetary Sanctions for Non-Compliance or Invalid Submissions
- The DBM is authorized to impose sanctions on agencies failing to comply or submitting invalid requests, specifically:
a. For agencies that fail to submit required streamlining proposals:- No filling of vacant positions in 1993 except under the Attrition Law (R.A. 7430).
- No hiring of new contractual or casual employees in 1993.
- A 10% reduction (5% for State Universities and Colleges (SUCs)) in the 1994 budget personal services allocation based on 1993 appropriations.
- No use of savings for 1993.
- No realignment of funds for 1993.
b. For agencies whose submissions are purely expansionist or whose exemption requests are invalid: - No filling of vacant positions in 1993 except as per R.A. 7430.
- No use of 1993 savings.
- No realignment of 1993 funds.
Effectivity of the Order
- The Memorandum Order took effect immediately upon issuance on June 16, 1993.

- Signed by President Fidel V. Ramos and Chief Presidential Legal Counsel Antonio T. Carpio, reflecting executive endorsement and legal validation of the streamlining directives.
