Approval Process for Other Government Officials and Employees

  • All other government officials and employees must seek approval from their respective heads of agencies for travel abroad.
  • Heads of agencies refer to Department Secretaries or their equivalents.
  • Officials and employees of GOCCs and GFIs attached to the Office of the President must seek approval from heads of these GOCCs and GFIs.
  • Those in GOCCs and GFIs not attached to the Office of the President must get approval from the department they are attached to.
  • Province Governors and Mayors of highly urbanized or independent component cities must seek approval from the Secretary of the Interior and Local Government.
  • Heads and officials of state universities and colleges follow approval from the Chairman of the Commission on Higher Education and their respective heads.
  • Heads and officials of technical and vocational schools seek approval from the Chairman of the Technical Education and Skills Development Authority and their respective heads.
  • The Office of the President retains the authority to require any official or employee to secure approval regardless of the general rules.

Continuation of Government Austerity Measures

  • Administrative Order No. 103 (August 31, 2004), emphasizing austerity in government spending, particularly in travel, remains in full force.

Reporting Requirements

  • Approving authorities must submit quarterly reports to the Office of the President.
  • Reports must include names of travelers, destinations, travel duration, nature and purpose of travel, and travel costs.

Travel Budget Utilization Limits

  • Approving authorities can authorize up to seventy-five percent (75%) of their allocated travel budget.
  • Authorization from the Office of the President is required for utilization of the remaining budget beyond 75%.

Governing Rules on Allowances and Related Guidelines

  • Executive Orders No. 248, 248-A, and 298, which set rules and rates for official local and foreign travel allowances, remain effective.
  • These executive orders also include other guidelines related to foreign travel.

Repeal and Amendments

  • All inconsistent issuances, orders, rules, and regulations or parts thereof are repealed, amended, or modified to conform with this Executive Order.

Effectivity

  • This Executive Order takes effect immediately upon issuance.
