Role of Local Government Units (LGUs) in Service Delivery
- LGUs are frontline government agencies mandated to deliver basic services.

Legal Basis for Decentralization and Local Autonomy
- Cites Section 3(h) of the Local Government Code of 1991.
- Provides a continuing mechanism for enhancing local autonomy via legislative, administrative, and organizational reforms.
Section 1: Mandate for Strategic Review by DILG
- DILG tasked to conduct a strategic review on decentralization/devolution of services/functions from national to local levels.
- Objectives include supporting EO 366 rationalization policies, identifying duplications/overlaps between national agencies and LGUs, and determining extent of devolution of powers, assets, and personnel to LGUs.
- Recommendations to include policy and administrative proposals for implementation.
Section 2: Duties and Responsibilities of DILG
- Obtain technical, policy, documentary, and resource assistance from national/local agencies.
- Conduct public forums, regional discussions, and consultations.
- Sponsor institutional studies, research, surveys, and polls relevant to the review.
- Initiate partnerships with private sector, donor agencies, and other stakeholders.
- Conduct public information and education campaigns for awareness and support.
- Submit outputs, recommendations, and reports to the President's office and national agencies.
- Perform additional functions as directed by the President.
Section 3: Engagement of Consultants
- DILG may hire experts and specialists from national and local agencies as resource persons.
Section 4: Funding Provisions
- Budget to come from DILG's available funds.
- Possible additional funding from grants, donations, and technical/resource assistance from donor agencies.
- All funds subject to regular auditing rules and procedures.
Section 5: Repealing Clause
- Any inconsistent orders, rules, or issuances are repealed or modified accordingly.
Section 6: Effectivity
- The Executive Order takes effect immediately upon signing on July 5, 2005.
