Declaration of Policy
- Promotes national, holistic, efficient, and equitable allocation, utilization, development, and management of land and water resources.

Preparation and Implementation of LUDIP in SUCs
- Requires all State Universities and Colleges (SUCs) to prepare and implement a Land Use Development and Infrastructure Plan (LUDIP).
- The LUDIP aims to improve and optimally use SUC resources.
- All SUC land use or infrastructure projects must comply with the LUDIP.
- LUDIP must align with local government units’ land use plans for geographical complementation.
- SUCs must submit LUDIP to the Commission on Higher Education (CHED) within two years of the Act’s approval.
- Periodic updates must be submitted to CHED when necessary.
- Governing boards must review the LUDIP ten years after approval to maintain relevance.
- LUDIP preparation and implementation are prerequisites for infrastructure project approval in SUCs.
- No new infrastructure projects are permitted without LUDIP implementation and submission to CHED.
Definition of Infrastructure Projects
- Includes construction, improvement, or rehabilitation of roads, bridges, railways, airports, seaports, communication, irrigation, flood control, drainage, water supply, sewerage systems, shore protection, power facilities.
- Also covers national buildings, school buildings, hospital buildings, and related government capital investment projects.
Coverage of the LUDIP
- Must include: (a) Campus planning framework, principles, processes, and master development plan. (b) Detailed geographic description and survey of all SUC sites including idle lands, main campuses, branches, extensions, and adjacent communities. (c) Inventory of existing buildings, facilities, infrastructure, and real estate assets. (d) Cadastral surveys including descriptions of land disputes, hazard zones (natural and man-made), climate change issues, zoning projections. (e) Detailed description of research and academic cores, residential areas for faculty, staff, and dormitories for students; architectural designs and cost estimates for dormitories and employee housing. (f) Description of land for agriculture, fishery, forestry, recreational spaces, landscape, and campus transportation. (g) Design and cost estimates for construction, operation, and maintenance of other SUC infrastructure. (h) Financial plans that include feasibility studies, funding sources, income, loans, public-private partnerships, and financial arrangements.
Assistance of Government Institutions
- SUCs may seek assistance from HLURB, UP School of Urban and Regional Planning (UP-SURP), Department of Public Works and Highways (DPWH), Land Management Bureau-DENR, and other agencies.
- All government entities are mandated to assist SUCs in LUDIP preparation.
- CHED, UP-SURP, and HLURB shall develop capacity-building programs for SUCs on land use planning.
Implementing Rules and Regulations
- CHED, in coordination with Philippine Association of State Universities and Colleges, DPWH, HLURB, LMB-DENR, and stakeholders, must formulate rules within 60 days after effectivity.
Separability Clause
- If any part is declared invalid or unconstitutional, remaining provisions remain effective.
Repealing Clause
- All inconsistent laws, decrees, orders, or rules are repealed, amended, or modified accordingly.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
