- Proclamation No. 326 establishes that the registration of births, deaths, marriages and foundlings is a national state policy.

- The proclamation recognizes that the current estimate of vital event registration is only eighty-five percent.
- The policy is intended to develop a comprehensive civil status information system for the effective implementation of government programs.

- All concerned departments, agencies and local government units are encouraged to advance measures for effective registration procedures.
- Government entities are encouraged to promulgate measures for adoption of effective registration procedure.
- Government entities are encouraged to advance registration procedures that support the achievement of one hundred per cent registration.
Registration fee direction
- Concerned departments, agencies, and local government units are encouraged to adopt effective registration procedures that include the elimination of registration fees.
- The elimination of registration fees is to be implemented in accordance with the Civil Registry Law and other existing laws.
