- Vehicle requirements: four-wheel, minimum of four doors, engine displacement of at least 1600 cc.
- Price range for vehicles: Php 10,000 to Php 15,000.
- Allowable factory-installed options include air-conditioning, magnesium alloy rims, AM-FM radio with tape player, radial tires, seat covers, and siren.
Staff Cars Specifications
- For officials like Assistant Secretaries, Bureau Directors, Regional Directors, and others of comparable rank.
- Divided into four categories:
- Urban Use: four-wheel, up to four cylinders, engine displacement of 1600 cc or less, minimum four doors, priced between Php 30,000 and Php 50,000.
- General Utility Urban: four-wheel, two doors or more, engines with two cylinders or more, displacement of 1,000 cc or less, priced between Php 20,000 and Php 30,000; no options allowed.
- Heavy Field Use: four-wheel drive, engine with not more than six cylinders, engine displacement between 1600 cc and 2500 cc, priced between Php 50,000 and Php 80,000.
- Light Field Use: locally fabricated chassis and body, four-cylinder engine, displacement between 1,000 cc and 1,500 cc, priced between Php 15,000 and Php 30,000; no options allowed.
- Allowable options for Urban Use and Heavy Field Use include factory air-conditioning, AM-FM radio, radial tires, seat covers, side-view mirror, backup horn (specific to Urban use).
Two-Wheel Vehicles (Motorcycles)
- For general administration, support services, and light police use.
- Two categories:
- General Purpose Motorcycles: two or four-stroke engine, displacement from 100 cc up to 400 cc, price range Php 5,000 to Php 16,000; allowable options include sidecar, windscreen, saddle bags.
- Police Heavy Motorcycles: four-stroke engine, displacement from 400 cc up to 850 cc, priced around Php 15,000; options include windshield or fairing, saddle bags, two-way radio, siren, quartz-halogen headlights.
Light Panels, Trucks, Vans, and Heavy Equipment
- Purchase requires specific justification and cost estimates.
- Assessed and authorized on a case-by-case basis.
Exceptions
- Any deviations from the prescribed vehicle specifications or procedures require explicit authorization from the President.
Implementation and Oversight
- The Commissioner of the Budget and the Chairman of the Commission on Audit are responsible for enforcing compliance with these guidelines.
- Both official positions ensure proper supervision over government passenger vehicle procurement processes.
