Definition of Special Recruitment Authority (SRA)

  • SRA is the authorization granted to an agency to conduct recruitment outside its registered business address.

Documentary Requirements for Issuance of SRA

  • Letter request specifying date, venue, and names of designated representatives (up to four representatives with full selection authority).
  • Copy of foreign principal/employer's Registration or Accreditation Certificate with a valid job order or manpower request.
  • Undertaking by the agency assuming full responsibility for acts of its authorized representatives.
  • Foreign principals/employers must secure a Special Work Permit (SWP) from the Bureau of Immigration to participate.
  • NBI and AIRB/POEA clearances required for representatives not listed as officers or staff of the agency.

Filing Procedures for SRA Application

  • Application can be filed at:
    • Employment Regulation Branch/Licensing and Regulation Office of POEA.
    • POEA Regional Center or Regional Extension Unit (REU) where the agency or activity venue is located.
  • Applications must be submitted at least three (3) days before the scheduled recruitment activity.

Amendments or Changes to SRA

  • Changes such as date, venue, representatives, or additional employers must be communicated at least two (2) days in advance.
  • Unauthorized or late changes will not be approved.

Authority to Issue, Modify, Extend, and Revoke SRA

  • The POEA office/unit where application is filed has authority to issue, extend, modify, or revoke an SRA.
  • Actions are subject to existing guidelines and based on what is deemed fit and appropriate.

Validity Period of the SRA

  • Valid only on the specified date(s) and venue indicated in the SRA.
  • Extensions, modifications, or revocations may alter this validity.

Conduct and Supervision of Special Recruitment Activities

  • Activities must be held at the approved venue stated in the SRA.
  • Supervision is required by authorized representatives from POEA, DOLE Regional Office, or the appropriate local government unit.
  • SRA applications for activities on Saturdays, Sundays, or holidays require a No Objection Certificate and confirmed supervision.

Duration Limitations for Special Recruitment Activities

  • Agencies may hold special recruitment activities outside their registered office for a cumulative maximum of two (2) weeks per month.
  • Extensions beyond two weeks allowed if the agency deploys at least 10% of applicants recruited during these activities annually.
  • A monitoring system among issuing offices will ensure compliance.

Reporting Requirements

  • Agencies must submit a terminal report within five (5) days after the special recruitment activity.
  • A progress deployment report must be submitted within 120 days after the activity's termination.
  • No further SRA will be issued if reports are outstanding.

Cancellation of SRA

  • The Administration may cancel the SRA for violations such as:
    • Breach of conditions regarding venue, representatives, duration.
    • Failure to comply with guidelines and related rules.
  • Agencies may cancel for personal reasons but must notify the Administration and host office at least two (2) days prior.
  • Cancellation without valid reason counts as exhaustion of the duration granted.

Special Recruitment Activities under PESO

  • Agencies participating in PESO-organized job fairs or provincial recruitment at PESO offices are exempt from securing SRA.
  • Nonetheless, these activities remain subject to overseas employment regulations.

Conduct of Interviews in Hotels within Metro Manila

  • No SRA or inspector supervision required for hotel interviews within Metro Manila.
  • Agencies must send a prior letter advising the Administration of the activity.
  • If manpower pooling, agencies must display "FOR MANPOWER POOLING ONLY" prominently in the recruitment area.
  • Manpower pooling is prohibited outside Metro Manila.

Repeal of Previous Issuances

  • All inconsistent previous issuances on special recruitment authority are repealed or modified accordingly.

Enforcement

  • The guidelines are mandated for strict compliance by all concerned parties.
