Legal basis and international conformity

Who may receive special exemptions

  • Special exemptions and/or special authorizations to carry dangerous goods by air are only given to Air Operator Certificate (AOC) holders that are authorized to carry Dangerous Goods (DG).
  • Any authorization outside DG-authorized AOC holders is restricted to cases of extreme urgency.

Conditions for urgent, non-DG authorized AOCs

  • In cases of extreme urgency, special exemptions and/or special authorizations may be needed for dangerous goods transport on a non-DG authorized AOC.
  • In those extreme-urgency cases, the AOC must first comply satisfactorily with all requirements.
  • The AOC must abide by specific processes as prescribed by the ICAO Technical Instructions, including its Supplement for the Safe Transport of Dangerous Goods by Air and PCAR Part 18.
  • The special permits are granted only after the required ICAO and PCAR Part 18 processes have been satisfied.

Administrative implementation rules

  • All granting of special exemptions and/or special authorizations is done by this Authority to qualifying AOC holders authorized to carry DG.
  • CAAP grants special permits for non-DG authorized AOCs only after satisfactory compliance with the applicable ICAO- and PCAR Part 18-prescribed requirements and processes.
  • Implementation is governed by PCAR Part 18 and ICAO Technical Instructions for safe transport of dangerous goods by air.
