Role and Mandate of the Government Arsenal (GA)
- The GA is established under the Department of National Defense pursuant to RA 1884.
- It receives an annual budget appropriated by Congress for manufacturing small arms ammunition and other munitions needed by the Armed Forces of the Philippines (AFP).
- Under Executive Order No. 292 (Administrative Code of 1987), the GA may procure, stockpile, and allocate arms and munitions without the need for permits or licenses.
- It is tasked to devise methods to mobilize civilian industry to support production during emergencies.
Provisions Under Republic Act No. 7898 (AFP Modernization Act)
- Section 12 mandates effective utilization of the Government Arsenal to produce basic weapons, ammunition, and other munitions for AFP and Philippine National Police (PNP).
- The GA is authorized to sell and export products needed by AFP and PNP.
- It may use owned or acquired production facilities or enter joint ventures, co-productions, or similar agreements with local or foreign entities to modernize and operate ammunition plants and other defense manufacturing facilities.
Rationale for Directing Procurement Through the Government Arsenal
- The directive aims to enhance defense self-reliance and conserve foreign exchange.
- Securing a local market base ensures the viability of joint ventures the GA undertakes.
- It is in the best interest of the Government that AFP, PNP, and other government agencies procure ammunition and munitions requirements exclusively through the Government Arsenal.
Directives and Implementation
- The Armed Forces of the Philippines, Philippine National Police, and other government agencies are mandated to source their small arms ammunition and other munitions from the Government Arsenal.
Repealing Clause
- All previous executive orders, administrative rules, and regulations, or parts thereof that are inconsistent with this order are repealed or amended accordingly.
Effectivity
- The order takes effect immediately upon issuance on March 29, 2004.
