Functions of the Undersecretaries

  • Undersecretary for Program:
    • Formulate service programs based on priority needs.
    • Recommend measures for social welfare policy implementation.
    • Draw up program standards and procedures.
    • Supervise technical operations of bureaus.
    • Perform delegated related duties.
  • Undersecretary for Operation and Administration:
    • Recommend matters on operations and administration.
    • Formulate administrative standards and procedures.
    • Provide consultative and technical services (administrative and legal).
    • Implement programs, manage projects, staff development, research, publications, and public information.
    • Perform delegated related duties.

Functions of the Bureaus

  • Bureau of Family Welfare:

    • Address problems from income loss or family disturbances.
  • Bureau of Child and Youth Welfare:

    • Develop demonstration and experimental projects for social work techniques.
  • Bureau of Vocational Rehabilitation:
    • Vocational rehabilitation for disabled, physically handicapped, and special needs individuals.
    • Services: social adjustment, medical, pre-vocational guidance, training, placement, sheltered workshops.
    • Manage national vocational rehabilitation program.
    • Establish sheltered workshops in each congressional district.
  • Bureau of Field Services:
    • Administer and coordinate regional welfare functions.
    • Implement policies and provide administrative decisions within delegated authority.

Abolition of Social Welfare Administration

Authority to Receive Grants and Make Direct Purchases
