  • Testing schedule is based on the last or middle digit of the vehicle’s license plate number.
  • Testing is divided weekly from January to October with specified plate number groupings:
    • 1st Week: Plates ending in 1,2,3
    • 2nd Week: Plates ending in 4,5,6
    • 3rd Week: Plates ending in 7,8,9
    • 4th Week: Plates ending in 0
  • This schedule aims to manage vehicle flow and testing efficiency.

Penalty for Violation of Testing Schedule

  • A fine of ₱50.00 is imposed for every vehicle failing to comply with the testing schedule.

Scheduling and Special Provisions

  • Emission tests may be scheduled up to one month before registration renewal deadlines.
  • PUV operators with 50 or more units may arrange for Saturday inspections at North or South MVIS upon request.

Supersession and Effectivity

  • This memorandum supersedes all previous conflicting orders, memoranda, and issuances.
  • It takes effect fifteen (15) days after filing with the University of the Philippines Law Center and publication in a newspaper of general circulation.
  • The procedural compliance is in accordance with Presidential Memorandum No. 11 (October 9, 1992).
