- Operations of Livestock Production Centers (LPCs) and Stock Farms (SFs) are realigned to fit the NBS concept.

- F1 breeders are distributed to Multiplier Farms (MFs) to produce F2 crossbreds.
- F2 crossbreds undergo performance and evaluation tests under various agro-ecological conditions and production systems nationwide.
Breed Selection and Site Assignments for Goats and Sheep
- Specific breeds are designated to certain breeding stations and centers across the Philippines.
- Goats:
- Anglo Nubian: Assigned to centers including Asean Goat and Sheep Center (Labangan) and multiple breeding stations across Luzon and Visayas.
- Boer: Assigned to Asean Goat and Sheep Center, Malitbog, and Solana Breeding Stations.
- Saanen: Distributed among Asean Goat and Sheep Center and stations in Apayao, Southern Leyte, and Negros Oriental.
- Native Goats: Kept at Malitbog, Siaton, and Sual Breeding Stations.
- Sheep:
- Katahdin: Stationed in Palayan, Gamu, Pamplona, and Sacobia Breeding Stations.
- Rambouillet Merino: Located in Asean Goat and Sheep Center, Dumingag, Gamu, Himamaylan, San Miguel, and Sual stations.
- St. Croix and Native Sheep: Bred in Asean Goat and Sheep Center, San Miguel, and Sual Breeding Stations.
Implementation and Budget Allocation
- An Operations Manual provides detailed program guidelines (available at the Office of the National Administrative Register).
- Budgetary requirements to support Nucleus Farms will be integrated into the regular appropriations of Regional Field Units.
Legal Effectivity and Compliance
- The Order was formally adopted on 17 December 1997.
- The Secretary of Agriculture mandates strict compliance to ensure successful implementation of the SRGIP.
