Program Implementation Structure
- Regional Directors serve as SETUP Program Directors responsible for implementation at the regional level.
- DOST-GIA Executive Committee (EXECOM) handles policy decisions and approvals of projects exceeding Regional Directors’ delegated authority.
- Evaluating/Monitoring Councils evaluate proposals beyond the Regional Director’s authority.
- Regional Technical Evaluation Committees (RTEC) composed of external experts evaluate proposals on technical and financial viability and recommend approvals.
Assistance Strategies for MSMEs
- Technology provision from DOST R&D institutes, restricted in equipment quantity to demonstrate productivity improvements.
- Human resource training covering HACCP, food safety, cGMP, QMS/EMS, technopreneurship, ISO, 5S, energy audits, and technical skills specific to sectors.
- Consultancy through various DOST programs for productivity enhancement and compliance.
- Product standards and testing assistance through DOST’s network of laboratories.
- Packaging and labeling assistance via design and material selection focusing on functionality and marketability.
- Development and maintenance of databases accessible via the SETUP website for technologies, experts, suppliers, and laboratories.
Types of Support Provided
- Technology and knowledge-based interventions like training, consultancy, technical assistance, info dissemination, fairs.
- Innovation System Support (ISS) including equipment acquisition, consultancy services, laboratory analysis, label/package design, and software acquisition.
- Funds spent on equipment, packaging, labels, and lab analysis are to be refunded, whereas soft technical assistance remains free.
Innovation System Support (ISS) Details
- Fund sources: DOST Central Office, Regional Offices, other government/private entities.
- Covers technologies new to firms that improve product quality, process productivity, regulatory compliance, DOST-developed technology, packaging solutions, and ICT technologies.
- ISS excludes infrastructure not developed by DOST.
Eligibility Criteria
- MSMEs with at least 3 years operational history, owned by Filipino citizens, applying technological innovations.
- Government entities operating business-like projects including SUCs for entrepreneurial initiatives.
Application Requirements
- Letter of intent with commitment to refund and insurance coverage.
- Technology Needs Assessment (TNA) Form 1 and Project Proposal using SETUP Form 1.
- Business permits, environmental compliance certification if applicable, and business registration certificates.
- Board legislative resolutions for corporations/cooperatives and LGU applicants.
- Financial statements for three past years and projected for five years with notarized certification.
- Technical specifications and supplier quotations for proposed equipment.
Proposal Processing and Evaluation
- Proponents submit letter of interest and undergo TNA with DOST experts.
- Proposals accompanied by TNA and RTEC reports are submitted to Regional Offices.
- Regional Directors approve proposals up to Php 2 million; EXECOM reviews larger projects.
- Approved projects proceed to Memorandum of Agreement and fund release.
Project Implementation and Monitoring
- Project duration up to one year commencing upon fund receipt.
- Regional Directors oversee implementation; specific DOST councils monitor projects approved by EXECOM.
- Regular monitoring with semestral progress reports, terminal reports, audited financial statements, and equipment inventories.
- Budget realignment allowed with proper justification and approval, limited to three times per project period.
- Fund balances from completed or terminated projects may be reassigned with approval.
Refund, Extension, and Project Change Procedures
- Refunds start 12 months after project commencement, spanning 3 to 5 years based on financial capacity.
- Refund schedules may be extended up to two years with approval.
- Post-dated checks covering funding amount plus 0.5% technology transfer fee required before fund release.
- Requests for implementation date changes or project duration extensions must be submitted with justification and approved one month prior to deadline.
Project Completion, Termination, and Equipment Management
- Upon full refund and technology transfer fee payment, equipment ownership transfers to the beneficiary with official documents.
- Termination due to force majeure requires COA relief request by Regional Director.
- Final obligations and reports prepared for failed or terminated projects; legal action pursuable for non-refund.
- Withdrawn projects undergo terminal and financial reporting.
- Pulled-out equipment is posted online, stored securely, and may be reassigned or donated to State Universities and Colleges if unclaimed after six months, subject to approval and equipment valuation.
Additional Provisions and Effectivity
- Previous inconsistent orders are repealed or amended accordingly.
- All other relevant DOST Administrative Order No. 006 provisions apply to SETUP projects.
- The order took effect on 30 January 2015.
