- All provisions of Letter of Instruction (LOI) No. 105 dated July 31, 1973, remain effective unless amended by this extension.
- All government orders and instructions implementing LOI No. 105 also remain in force unless explicitly changed.
Airfare Reductions and Transportation Incentives
- Philippine Air Lines (PAL) to offer at least 50% discount on round-trip fares from overseas points to Manila for Overseas Filipinos.
- Special reduced fares for Overseas Filipino students and family groups participating in the program.
- PAL to maintain a 30% fare reduction for domestic flights within the Philippines for Balikbayan participants.
- All incentives apply regardless of the actual carrier used by participants traveling to the Philippines.
- Philippine National Railways to provide 30% fare reduction for Balikbayan participants.
Customs and Tax Incentives
- Department of Finance and related bureaus to implement rules granting exemptions from customs duties and taxes on personal effects for Overseas Filipinos who are permanent residents or naturalized citizens abroad and who intend to become permanent residents in the Philippines.
- Similar tax exemptions extended for the purchase of locally manufactured vehicles, household appliances, professional instruments, and tools of trade, if purchased using United States currency locally.
Financial Support from Banking Institutions
- Philippine National Bank (PNB), through its overseas branches, to provide credit incentives for transportation and other expenses related to the homecoming.
Local Government and Community Participation Initiatives
- Coordinated by Department of Local Government and Community Development, Office of the President, Department of Transportation, and Department of Public Works, Transportation and Communications.
- Implementation of a program to reward provincial, city, municipal, and barrio governments that attract the highest number of Balikbayan participants during the extended period.
- Schoolchildren encouraged to write letters to Overseas Filipinos, with local governments underwriting mailing costs to promote civic involvement.
Private Sector Engagement and Hospitality Measures
- Department of Trade and local governments urged to encourage private commercial/biz sectors to provide hospitality discounts to Balikbayan shoppers.
- Discounts serve goodwill and promotion of Philippine products.
Barangay and Local Hospitality Committee Roles
- Strengthening Barangay system to facilitate proper reception for returning Overseas Filipinos through Local Hospitality Committees.
- Local town fiestas designated as focal points for welcoming Balikbayan participants during the extended period.
- Observance of General Order No. 15 on avoiding ostentatious wealth display and extravagance during festivities.
- Encouragement to make town fiestas occasions for spiritual renewal and thanksgiving rather than lavish celebrations.
