Legal basis and policy statement
- The circular is issued “in pursuance of” DOTC Department Order No. 97-1097, which provides a standard classification for all land-based public transport conveyances.

Covered shuttle vehicles
- Shuttle Service applications may propose the use of these motor vehicles:
- Sedan.
- Asian Utility Vehicles.
- Van.
- Pick-up.
- Station Wagon.
- Mini-Coach or Coach.
- Shuttle Service is treated as having no fixed route for purposes of filing franchise applications.
Who may file and where
- Applications for a franchise to operate Shuttle Service may be filed before the Board.
- Filing is permitted for Shuttle Service with no fixed route.
Filing fees and unit-based payments
- Shuttle Service applications must be filed after payment of filing fees of P 430.00 for the first five (5) units.
- For each unit in excess of five, the filing fee is P 35.00 per additional unit.
- The circular ties the fee computation to the number of units applied for.
Vehicle type and air-conditioning
- The units applied for may be ordinary or airconditioned.
- Shuttle Service operations may use either ordinary or airconditioned vehicles, subject to the application and approval process.
Fare setting standard
- The fare shall be based on distance or zonal as may be approved by the Board.
- The Board’s approval governs whether the fare basis is distance-based or zonal-based.
Core operational limits
- Operation of the Shuttle Service must be limited to the special transport of employees or association members only.
- Shuttle Service must operate with no picking-up of passengers between the designated terminal.
- Shuttle Service is restricted to transport tied to employees or association members for the intended service arrangement.
Required attachments to applications
- Shuttle Service applications must be accompanied by valid contracts between establishments or residents’ associations and the common carriers.
- The contracts are required as part of the application’s “invariably” required attachments.
Effects on inconsistent issuances
- All issuances, or parts thereof, that are inconsistent with the circular are:
- modified, or
- superseded, or
- revoked.
- The circular’s rules therefore control over conflicting provisions in earlier issuances for Shuttle Service operations covered by this circular.
