- The Circular applies to all organizations or individuals involved in the process of shipping Dangerous Goods by Air.
- The Circular covers the process of dealing with the AOCs authorized to carry Dangerous Goods.
- Compliance is required before any organization or individual in the dangerous-goods-by-air process engages in transactions involving the authorized AOCs.
Accreditation requirement before dealing with AOCs
- Organizations and individuals involved in shipping dangerous goods by air must secure the necessary accreditation from CAAP.
- Organizations and individuals must secure accreditation before dealing or transacting with the AOCs authorized to carry Dangerous Goods.
- The accreditation requirement is imposed as a condition precedent to lawful interaction or transactions with authorized AOCs for carrying dangerous goods.
CAAP compliance measures and inspections
- CAAP shall take measures it deems appropriate to achieve compliance with its regulations.
- CAAP shall conduct continuous inspections for compliance and enforcement.
Enforcement and penalties for violations
- CAAP shall prescribe appropriate penalties for violations of the Circular’s accreditation and compliance requirements.
- Enforcement is tied to compliance monitoring through continuous inspections and the imposition of penalties for non-compliance.
