Mandate of Local Government
- Under Section 458(5)(xiv) of the Local Government Code, Sangguniang Panlungsod is responsible for providing care to disabled persons, the aged, and other disadvantaged groups.
- Obligated to establish and operate centers and facilities for these groups subject to fund availability.
Purpose and Necessity
- Recognizes the need to establish sustainable funding sources for programs benefiting the elderly, disabled, and underprivileged populations.
Ordinance Title
- Designated as the "Senior Citizens and Persons with Disability Trust Fund Ordinance."
Incorporation and Commitment
- The City of Valenzuela commits to augment existing support for elderly and disabled persons as provided in relevant laws.
Creation and Administration of the Trust Fund
- Establishes the Senior Citizens and Persons with Disability Trust Fund.
- Administration of the fund is vested in the Office of the City Mayor.
Trust Fund Coverage and Use
- Fund to support programs and projects including:
- Awards and recognition for centenarian constituents.
- Financial and/or material assistance grants.
- Establishment of home care support services.
- Development of additional programs to promote well-being and welfare of elderly and disabled.
Funding Source and Appropriation
- Funded by the City’s share of income derived from the Joint Venture Project between City Government of Valenzuela and Megabuild JPG Development Inc.
- Proceeds remitted to the City Treasurer are to be held in trust and appropriated exclusively to this fund.
Separability Clause
- Invalidity of any section does not affect the rest of the Ordinance.
Repealing Clause
- Conflicting ordinances, rules, or regulations are repealed, amended, or modified accordingly.
Effectivity
- The Ordinance takes effect upon approval and publication in a local newspaper of general circulation.
