Authority and legal basis
- Executive Order No. 220 is issued pursuant to Section 68 of the Revised Administrative Code.
- The reorganization is made upon recommendation of the Provincial Board of Iloilo.
- The reorganization is made with the recommendation of the Secretary of the Interior and the Secretary of Finance.

Purpose and policy intent
- Executive Order No. 220 responds to petitions by inhabitants of the former municipality of Anilao requesting separation from the municipality of Banate and reorganization as an independent municipality.
- Executive Order No. 220 reorganizes the local governmental structure to create a separate municipality named Anilao.
Creation of Anilao municipality
- The province of Iloilo’s municipalities are increased from 35 to 36 by separating the former municipality of Anilao from Banate.
- The former municipality of Anilao is organized into a separate municipality under the name of Anilao.
- Anilao is created as an independent municipality by Executive Order No. 220.
Seat of government and territorial coverage
- The seat of government of the municipality of Anilao is the barrio of Anilao.
- Anilao consists of the territory comprised in the former municipality of Anilao upon its fusion with Banate under Act No. 719 of the Philippine Commission.
- Banate consists of its present territory less the territory comprised in the former municipality of Anilao.
Required financial assumption (loan obligation)
- The new municipality of Anilao must assume the entire loan obligation of PHP 5,000.
- The assumed loan obligation is the loan contracted by the municipality of Banate for the construction of the Serallo public market.
- Executive Order No. 220 imposes this loan-assumption condition as part of the creation of Anilao.
Transitory and effect clauses
- The organization under Executive Order No. 220 takes effect on October 1, 1939.
