Procedure for Boarding and Searching Aircraft
- Boarding and searching of aircraft by assigned Customs Inspectors or Guards and Aircraft Operations Division personnel occur only after all passengers have disembarked.
- Exceptions allow searching in the presence of passengers under special circumstances, conducted expeditiously and courteously.
- Customs Police and CIIS may conduct special operations to search aircraft suspected of carrying contraband or prohibited items, following the same procedural guidelines.
Restrictions on Customs Personnel Movement in Arrival and Departure Areas
- Customs personnel not on official duty in the Arrival and Departure areas must remain in their respective offices.
- Loitering or wandering around restricted areas is prohibited to maintain order and security.
Conduct and Decorum for Customs Personnel During Duty
- Personnel on duty must wear proper office uniforms and identification passes.
- Acts unbecoming of Customs employees are prohibited, including eating during duty, improper sitting, sleeping on post, and unnecessary conversations.
Access Limitations for Non-Customs Personnel
- Non-Customs personnel are prohibited from loitering in restricted Customs areas such as Arrival and Departure zones.
Enforcement Responsibility and Compliance
- The Customs Police District Command is responsible for strict and uniform enforcement of these procedures.
- All other Customs officials and personnel must observe these rules.
- Any violations by Customs personnel will be dealt with accordingly to maintain discipline and order.
