  • Obtain assistance and technical information from government entities.
  • Hold multi-stakeholder consultations.
  • Collaborate with industries in training and apprenticeship programs consistent with RA 7686.
  • Act on recommendations from Secretariat or Committees.
  • Periodic reporting to Congress including a final report with roadmap and key performance indicators.
  • Recommend additional legislation.
  • Formulate implementing rules and guidelines.
  • Exercise all necessary powers.

National Assessment and Evaluation; Scope

  • Review compliance with mandates of DepEd, CHED, TESDA.
  • Identify causes for poor performance to meet standards.
  • Recommend targeted solutions to improve education access, inclusion, and quality.
  • Identify best domestic and international practices for adoption.
  • Propose monitoring and evaluation plans.
  • Determine LGU roles in delivering basic education.
  • Address gaps between higher education outcomes and labor market needs.

Standing Committees

  • Establish standing committees chaired by commission members or experts.
  • Engage resource persons from public and private sectors.
  • Include National Commission for Culture and the Arts and Philippine Sports Commission to integrate arts and sports education.

Technical Secretariat

  • Organize Technical Secretariat headed by an Executive Director to provide technical and administrative support.
  • Secretariat operates co-terminously with the Commission.

Executive Director

  • Must be a recognized expert in education and management.
  • Full-time work status with rank and compensation equivalent to Executive Director IV (Salary Grade 29).

Philippine Institute for Development Studies (PIDS) as Research Arm

  • Serve as the Commission's research arm.

Education, Legislation and Policy Advisory Council
