Application Requirements

  • Applications for school transport services must be accompanied by a valid contract between the school and the transport provider.

Existing Operators with Certificates of Public Convenience (CPCs)

  • Operators holding valid CPCs originally classified as "School Bus" using any of the authorized vehicle types may continue operation until CPC expiry.
  • No extension or renewal applications for expired or expiring CPCs under the old classification will be accepted.
  • Operators may apply to convert their units from "School Bus" classification to "School Transport Services" during the CPC’s validity.

Regulatory and Legal Effect

  • Any previous issuances inconsistent with this memorandum circular are modified, superseded, or revoked accordingly.
  • The memorandum circular takes effect fifteen (15) days after submitting three copies to the UP Law Center as required by Presidential Memorandum Circular No. 11 (October 9, 1992).
