Presidential Decree No. 522 aims to regulate and improve the sanitation and facilities in tourist resorts, bus stops, airports, and other establishments catering to the traveling public in the Philippines, in order to project a positive image of the country and ensure the health and convenience of tourists and travelers.

Establishment and Composition of Regional Sanitation Committees

  • Regional Sanitation Committees are created in each Health Region under DOH.
  • Committee composition includes the Regional Office Director (Chairman), Supervising Sanitary Engineer (Vice-Chairman), Provincial Health Officers, and City Health Officers as members.

Powers and Functions of Regional Sanitation Committees

  • Require sanitary permits for businesses catering to travelers.
  • Mandate health certificates for employees of such establishments.
  • Obligate public transportation, hotels, and travel agencies to provide rest areas along national highways per DOH specifications.
  • Prohibit public/private conveyances from stopping outside designated rest areas for passengers’ personal needs.
  • Require adequate comfort rooms in eateries, rest areas, airports, seaports, and similar establishments per DOH sanitary standards.
  • Oversee construction and maintenance of rest areas to meet accepted health standards.
  • Implement a classification or rating system for traveler-serving establishments.
  • Enforce permanent or temporary closure of establishments not complying with DOH specifications.
  • Perform other duties to promote traveler convenience and comfort.

Support for Enforcement

  • DOH may seek assistance from the Philippine Constabulary or other government offices for decree enforcement.

Compliance Period

  • Establishments catering to travelers must comply with the decree provisions within 90 days from promulgation.

Penalties for Violations

  • First offense: Fine ranging from ₱2,000 to ₱5,000, or imprisonment from 2 to 5 years, or both.
  • Subsequent offenses: Both fine or imprisonment and cancellation of licenses or permits.
  • Corporate offenders: Officers, managers, or directors held primarily liable.
  • Alien offenders: Subject to immediate deportation without investigation.

Repeal and Modification of Inconsistent Laws

  • All laws, rules, or orders inconsistent with this decree are repealed, amended, or modified accordingly.

Immediate Effectivity

  • This decree takes effect immediately upon promulgation.
