Objectives

  • To facilitate primary and secondary education for children of OFWs.
  • To support families of beneficiaries through livelihood programs for additional needs.

Eligibility and Entitlement

  • Target beneficiaries are children aged 6 to 17 engaged in hazardous jobs.
  • Children must be unable to afford education.
  • Scholarships last for a maximum of 6 years (primary) or 4 years (secondary), granted once per beneficiary.

Scholarship Privileges

  • Covers actual tuition fees at government schools.
  • Provides books, school project materials, and a uniform allowance up to P2,000 per year.
  • Monthly allowance of P1,000 provided to scholars.

Selection Criteria

  • Household income must be P76,000 or below, or subsistence level.
  • Child must be physically fit.
  • Must pass the Department of Social Welfare and Development (DSWD) psycho/social test.

Preparatory Requirements

  • Attendance in review or literacy classes, possibly with skills training.
  • Assessment by the Department of Education, Culture and Sports (DECS) or schools to determine entry level.

Administration of Assistance

  • Tuition and miscellaneous fees paid directly to educational institutions.
  • Regionally managed disbursement of funds for literacy and special packages.
  • Monthly allowances paid directly to scholars conditional on minimum attendance.
  • Regional units procure school materials and uniforms.

Payment Procedures

  • Tuition fees require certificate of enrollment and authenticated grade copies per grading period.
  • Books and uniform allowances require submission of supply lists and uniform specifications.
  • Monthly stipend disbursed based on submitted attendance reports.
  • For literacy class attendees, admittance slips and attendance reports needed; allowances paid directly.
  • Miscellaneous expenses paid to concerned entities upon invoice.

Documentary Requirements

  • Accomplished application forms and scholarship agreements.
  • Two copies of 1x1 ID photos.
  • Proof of overseas employment.
  • Birth certificate or proof of relation to OFW.

Livelihood Assistance

  • Regional units evaluate family living standards.
  • Conduct orientation and advice on livelihood projects and funding.
  • Link families to technical assistance and optional credit from private/government agencies.

Project Administration

  • Implemented by the Field Service Office via Regional OWWA Units.
  • Coordinated with Bureau on Women and Young Workers, DOLE Regional Offices, DSWD, NGOs, and LGUs.

Monitoring and Evaluation

  • Plans and Programs Office oversees project monitoring and evaluation with ROUs.
  • Scholars must submit enrollment reports and official grades quarterly.
  • ROUs regularly report scholars’ academic progress and issues to Regional Operations Coordinating Center and Plans and Programs Office.
  • Monthly and terminal reports required on other project components.

Effectivity

  • Guidelines took effect immediately upon adoption on August 28, 1998.
