Accreditation and Recognition of Training Centers
- Only Radio Training Centers accredited by the National Telecommunications Commission (NTC) may conduct refresher courses.
- Certificates from non-accredited centers are invalid and will not be honored.
Course Content and Duration
- The refresher course consists of a total of 40 hours, divided into theory (23 hours) and hands-on training (17 hours).
- Subjects include:
- Introduction to Sea Areas, Carriage Requirements, Implementation Schedule, and GMDSS functions.
- Radio Telex operation modes and controls.
- INMARSAT system principles, components, and communication services.
- COSPAS/SARSAT satellite system functions and maintenance.
- Digital Selective Calling (DSC) system structure and call types.
- NAVTEX system purpose, frequencies, and message formats.
- Search and Rescue Transponder (SART) characteristics and operations.
- Search and Rescue (SAR) operational procedures and exercises.
- GMDSS Radio Regulations emphasizing avoidance of false alerts.
- Reserve energy sources including batteries and generators.
- Assessment through written and practical examinations.
Course Intake and Facility Requirements
- Maximum class size is sixteen (16) students per lecture session.
- Classrooms must be at least forty-two (42) square meters for every sixteen trainees and properly equipped.
Certification
- Successful completion of the refresher course leads to issuance of a training certificate by the accredited Radio Training Center.
Instruction Delivery
- Instructors are mandated to adhere strictly to prescribed timetable, teaching syllabus, and lesson plans.
Penalties
- Violation of any provision of Act 3846, its amendments, or this circular may result in penalties under Memorandum Circular No. 4-89.
Reporting Requirements
- Accredited centers must submit a list of graduates to the NTC within three (3) working days after concluding each training course.
Repealing Clause
- All inconsistent rules and regulations prior to this circular are repealed.
Effectivity
- The circular takes immediate effect upon filing on June 27, 2003.
