Qualifications for Deployment to UN Peacekeeping Missions

  • Must be UNSAS eligible (passed UNSAT examination).
  • Minimum rank: Police Senior Inspector (Commissioned Officers), Police Officer 3 (Non-Commissioned Officers).
  • At least five years active police service.
  • Permanent status in current rank.
  • One year valid driving experience.
  • Recommended by unit commander.
  • Performance Evaluation Rating of at least Very Satisfactory for two consecutive semesters.
  • No pending administrative/criminal cases.
  • No prior repatriation for disciplinary reasons.
  • Knowledge of basic computer operations.
  • Passed physical, medical, dental, and neuro-psychiatric exams.
  • No firearm accountability problems.

Priority for Deployment

  • First priority: UNSAT passers with no previous UN mission.
  • Second priority: UNSAT passers with previous missions.
  • Priority further determined by exam rating, rank, service length, education, and fewer missions.

Default Conditions for Nominees

  • Non-submission of documents.
  • Failure to report for processing.
  • Non-attendance to pre-departure orientation seminars.

Deferment

  • Allowed once, only for health reasons certified by Health Service Director.
  • Deferred personnel re-nominated with lowest deployment priority.
  • Deferment requests must be written.

Other Requirements Before Deployment

  • Signing of an undertaking regarding absence of pending cases, adherence to PNP and UN rules, defraying repatriation costs if for disciplinary reasons, post-mission medical examination, and timely reporting after mission end.
  • Violation of undertaking grounds for repatriation and administrative sanctions.
  • Mandatory attendance of Pre-Departure Orientation Seminar.

Secondment Procedures

  • Applications deliberated by PNP Selection Committee for UN Missions.
  • Approval by Chief PNP (tour <= 1 year) or Civil Service Commission Chairman (tour >1 year up to 3 years).

Restrictions and Additional Provisions

  • Max of three separate peacekeeping missions allowed per personnel; extensions over one month count as one mission.
  • Extensions require Chief PNP approval.
  • Personnel on secondment not eligible for mission deployment nomination simultaneously, and vice versa.
  • Two-year service in PNP required before re-nomination after returning from mission or secondment.
  • Technical Service appointees eligible if expertise matches post and have adequate experience.
  • Composition of contingent ideally 40% commissioned officers, 60% non-commissioned officers.
  • Total deployed personnel capped at 0.5% of total uniformed strength.
  • Necessary travel authorities required before deployment.
  • Re-examination eligibility occurs 18 months after last End of Mission.
  • Mandatory medical and psychological exams one month prior to mission end.
  • Chief PNP may order repatriation upon Board of Inquiry recommendation for misconduct.

PNP Selection Committee for UN Missions

  • Composition includes chair, vice chair, multiple directors, and members from relevant PNP services.
  • Committee formulates guidelines for selection and detail.
  • Delegates designation of Contingent Commander for each mission.
  • Supported by Secretariat led by Chief, UN Peacekeeping Operations Center.
  • Secretariat duties include implementation, coordination, maintenance of standby list, document preparation, vacancy dissemination, application processing, and UNSAT examination support.

Contingent Commander's Duties

  • Overall supervision and discipline of contingent personnel in mission area.
  • Submission of monthly Situation Reports.
  • Communication for extension requests.
  • Convening Board of Inquiry for personnel violations.

Funding

  • Expenses charged to Command Mandatory Activity Fund of the PNP.

Penalties

  • Violation of this Circular results in administrative liability for grave misconduct with appropriate sanctions.

Repealing Clause

  • Prior inconsistent policies and rules modified or repealed.

Effectivity

  • Circular takes effect 15 days after filing with University of the Philippines Law Center as per Executive Order No. 292 requirements.
