The Department of Agriculture authorizes the importation of specific canned, cooked, and processed pork, beef, and mutton products from accredited Chinese processing plants, contingent upon strict health and safety regulations, including veterinary inspections and certifications.

Accredited Processing Plants

  • YANGZHOU XINXIN FOOD LTD. (Maling brand canned pork) with patent codes K3 and T12.
  • LOUHE CANNED FOOD COMPANY LIMITED (Great Wall brand canned beef, pork, mutton) with patent codes 17 and K2.
  • XIANG CHENG CANNED FACTORY (Narcissus brand canned pork) with patent code Q41.

Meat Sourcing and Processing Conditions

  • Meat must be from deboned carcasses with major lymphatic glands removed.
  • Carcasses must undergo maturation above 2.5°C for at least 24 hours post-slaughter, with pH below 6.0.
  • Heat treatment in hermetically sealed containers must reach 70.5°C internally for at least 30 minutes.
  • Post-cooking handling must prevent exposure to viruses.

Inspection and Compliance

  • The Secretary of Agriculture may conduct periodic inspections of processing plants to ensure compliance.

Certification Requirements

  • Shipments must be certified by China Commodity Inspection Bureau (CCIB) confirming:
    • Animals passed ante- and post-mortem examinations.
    • Sanitary preparation under veterinary supervision.
    • No harmful chemical preservatives or foreign substances.
    • Products are fit for human consumption.
    • Destination and intended sale are within the Philippines.

Documentation for Import

  • Original pro-forma invoices from accredited plants must be authenticated by the Chinese Department of Foreign Affairs and the Philippine Consulate in Beijing.
  • These serve as supporting documents for Veterinary Quarantine Clearance (VQC) application.

Registration and Labelling

  • Products must be registered with the Bureau of Food and Drugs (BFAD), Department of Health.
  • Shelf life must be between 18-24 months, with the manufacture date indicated.
  • Labeling must include "For Export to the Philippines."
  • Product cans must bear the embossed company patent code of the accredited plant.

Effectivity

  • The order takes effect immediately after publication in a newspaper of general circulation.
