General Provisions

  • Non-commercial TVRO stations require a Registration Certificate from the NTC.
  • Commercial TVRO stations require a TVRO station license.
  • Only type-approved/type-accepted equipment by the Commission may be registered.
  • Use of received program materials is subject to domestic and international copyright laws.
  • One-time registration fee is ₱5,000.00 for both non-commercial and commercial stations.
  • Commercial TVROs must pay an annual license fee of ₱2,000.00, with renewal application due 60 days before expiration.

Accreditation of Dealers, Suppliers, Manufacturers, and Service Centers

  • The NTC accredits dealers, suppliers, manufacturers, and service centers consistent with MC 2-05-88 and other relevant laws and regulations to ensure public protection.

Procedures for Registration of TVRO Stations

  • Applicants must apply for Registration Certificate or TVRO station license with NTC or its Regional Offices using prescribed forms.
  • Holders must comply with all applicable rules, including technical and programming requirements imposed by the Commission.

Posting of Registration Certificate

  • A copy of the Registration Certificate or TVRO station license must be posted conspicuously near the TVRO station premises.

Inspection of TVRO Stations

  • The NTC reserves the right to inspect or investigate TVRO stations during reasonable daylight hours.
  • The NTC may suspend or revoke registration certificates for stations violating its rules and regulations.

Sanctions

  • TVRO stations operating without valid Registration Certificate or license or violating laws/rules may be closed, suspended, or rendered non-operational.
  • Violators (individuals) may be fined up to ₱2,000, while companies or corporations may be fined up to ₱5,000.
  • The Commission may amend the circular as needed in the interest of public service.
  • The circular takes effect 15 days after publication in the Official Gazette or a general newspaper and submission of copies to the University of the Philippines Law Center.
