Salary Levels for Foreign Service Staff Officers and Employees

  • Staff officers and employees in Classes I to III receive the minimum rate fixed for their class unless otherwise specified.

Salary Determination for Alien Clerks and Employees

  • Salaries for alien clerks and employees are set by the Secretary of Foreign Affairs in the currency of the country of assignment, within budget limits.
  • Adjustments ensure no reduction in total take-home pay for incumbents prior to this Order.

Compensation for Officers Temporarily In Charge

  • Acting Charges d'affaires ad interim receive representation and other allowances equivalent to the chief of mission but no basic salary increase.

Post Allowance

  • Paid annually starting the month after arrival; ceases one month after departure.
  • Payable only if the officer is on duty status within jurisdiction or certain temporary duty exceptions.
  • Not payable if officer resides in a hotel.

Representation Allowance

Relocation Allowance

  • Entitles personnel on assignment to/from posts to an allowance for moving household and personal effects.
  • Option to have government ship goods or receive 50% equivalent as cash.
  • Amounts and procedures are regulated by the Secretary and Budget Commissioner.

Assignment of Assimilated Ranks

  • The President, on recommendations, assigns assimilated diplomatic ranks to personnel from other government units stationed abroad.

Supplementary Rules and Availability of Funds

  • Supplementary regulations may be adopted to implement this Order.
  • Compensation and allowances are subject to availability of funds and presidential approval.

Effectivity

  • The Order takes effect immediately upon publication.
