Salary Levels for Foreign Service Staff Officers and Employees
- Staff officers and employees in Classes I to III receive the minimum rate fixed for their class unless otherwise specified.
Salary Determination for Alien Clerks and Employees
- Salaries for alien clerks and employees are set by the Secretary of Foreign Affairs in the currency of the country of assignment, within budget limits.
- Adjustments ensure no reduction in total take-home pay for incumbents prior to this Order.
Compensation for Officers Temporarily In Charge
- Acting Charges d'affaires ad interim receive representation and other allowances equivalent to the chief of mission but no basic salary increase.
- Officers temporarily in charge of consulates receive allowances equivalent to those of the principal officer at the post.
Classification of Foreign Service Positions
- The Secretary classifies all service positions, including foreign post roles, assigning them to classes and grades per R.A. No. 708 and other regulations.
- Incumbents presently paid above prescribed rates retain their salary while in the same position.
Allowances: Policy and Approval
- The President approves allowance rates and policies upon recommendation of the Secretary of Foreign Affairs and the Commissioner of the Budget.
- Allowances apply to all national government employees stationed abroad.
Living Quarters Allowance
- Granted to Filipino officers/employees assigned abroad to cover rent, utilities, telephone, and maintenance.
- Paid monthly starting the first month following arrival; ceases one month after departure from post.
- No allowance if occupying government-owned or free quarters, with partial allowance for use of family-owned quarters.
- Limits on continuation of allowances in cases of detail or home leave subject to approval.
Overseas Allowance
- Provided when cost of living is high, extra necessary expenses arise, or for adverse/dangerous living conditions.
- The Secretary of Foreign Affairs determines application based on established conditions.
Adjustment of Overseas Allowances
- A Permanent Committee led by the Secretary of Foreign Affairs and including the Budget Commissioner and Central Bank Governor monitors cost fluctuations.
- Adjustments made once annually, subject to availability of funds and consideration of UN price indices.
Family Allowance
- Granted to officers/employees living with family abroad to support spouse and up to three unmarried minor dependents.
- Only one spouse may claim allowance if both are in service; adjustments for widowed, separated, or gainfully employed spouses.
- Mentally or physically incapacitated unmarried children are considered minors for allowance.
- Full family allowances may be paid where family cannot reside at post due to adverse conditions, subject to approval.
Post Allowance
- Funds allocated for expenses related to operating an official residence for chief representatives at foreign posts.
- Paid annually starting the month after arrival; ceases one month after departure.
- Payable only if the officer is on duty status within jurisdiction or certain temporary duty exceptions.
- Not payable if officer resides in a hotel.
Representation Allowance
- Granted to senior diplomatic officers to maintain the prestige of the Philippines and enable effective official representation.
- Covers public-related expenses such as entertainment, charitable contributions, gifts, club dues, etc.
- Expenses over $50 must be supported by receipts; confidential documentation required.
- Prior approval required for expenses related to visits by Philippine dignitaries.
- Maximum amounts set according to overall allowance policies.
Clothing Allowance
- Provided not more often than once a year to Filipino officers/employees abroad.
- Amounts capped at $500 for chiefs of mission/principal officers, $400 for foreign service officers, and $250 for staff.
Education Allowance
- Granted for up to three legal dependent children enrolled in primary or elementary education.
- Not available where free education or English medium instruction is offered.
- Reimburses actual costs up to a maximum set by authorities, upon proof of tuition and fees.
Medical Allowance
- Foreign service personnel may be required to join a medical insurance scheme; 25% premium paid by personnel, 75% by government.
- Government reimburses hospitalization costs if insurance unavailable and illness not due to misconduct.
- Covers hospital and physician costs, attendant travel expenses if necessary; limited by established maximum.
- Applies also to legal dependents living with personnel at post.
Relocation Allowance
- Entitles personnel on assignment to/from posts to an allowance for moving household and personal effects.
- Option to have government ship goods or receive 50% equivalent as cash.
- Amounts and procedures are regulated by the Secretary and Budget Commissioner.
Assignment of Assimilated Ranks
- The President, on recommendations, assigns assimilated diplomatic ranks to personnel from other government units stationed abroad.
Supplementary Rules and Availability of Funds
- Supplementary regulations may be adopted to implement this Order.
- Compensation and allowances are subject to availability of funds and presidential approval.
Effectivity
- The Order takes effect immediately upon publication.
