Administrative Responsibilities
- Customs Inspector assigned to the vessel authorizes and supervises all shifting movements.
- Ensure no tampering, loss, or diversion of cargoes/containers during shifting.
- No additional charges for customs services related to shifting operations.
- Deputy Collector for Operations ensures strict compliance with these rules.
Operational Procedures Prior to Shifting
- Vessel Master or Ship's Agent must submit a list of cargoes/containers to be shifted in four copies before operations begin.
- One copy goes to the Customs Inspector aboard the vessel.
- One copy is furnished to the Terminal Operator before shifting starts.
- Remaining copies are distributed according to operational directives.
Verification and Reporting
- Customs Inspector verifies if cargoes/containers are listed in the Transit Cargo Manifest.
- If matched, shifting operations proceed immediately.
- If not, shifting proceeds but a report is sent immediately to the Deputy Collector for operations for action.
Handling of Cargoes/Containers During Shifting
- Unloaded cargoes/containers for shifting must be stacked/stored in areas designated by the Terminal Operator.
- Terminal Operator and Customs Inspector coordinate to designate such areas.
- Vessel's departure authorized only after cargoes/containers are reloaded and verified by Customs Inspector.
Documentation After Shifting and Vessel Departure
- Customs Inspector certifies on the list that all unloaded cargoes/containers were returned before vessel departure.
- Certified list copies are delivered to the Customs Container Control Division and Piers and Inspection Division.
- Customs Inspector retains a copy for records.
Amendments and Effectivity
- All conflicting memoranda, orders, or issuances are modified, amended, or repealed.
- The Order took effect immediately upon adoption on June 22, 1993.
