Purpose and Scope
- Governs pre-deployment, deployment, and post-deployment of PNP personnel to UN and other international peacekeeping missions.
- Establishes procedures for selection and assignment to international peacekeeping operations.
Definitions
- Active Police Service: Actual performance of police field duties.
- Deferment: Postponement of detail of PNP personnel to mission.
- Detail: Temporary movement between departments without change in rank, status or salary.
- End of Mission (EOM): Exact date the tour ends per UN records.
- Mission Area: Country undertaking the peacekeeping operation.
- Secondment: Temporary movement possibly involving changes in compensation and requiring appointment.
- UNSAS Examination: PNP-administered pre-qualification test for UN operational screening.
- UNSAT Examination: UN-administered test assessing English, driving, firearms proficiency.
- UNDPKO: UN department managing peacekeeping operations.
Pre-Deployment Policy Guidelines
- UNSAS exam conducted by PNP Selection Committee.
- UNSAT exam administered by UN representatives assisted by PNP committee; only UNSAS passers qualify.
- Priority list created based on UNSAT results and prior UN missions.
- UN Stand-by List composed of all UNSAT passers; they continue regular duties during wait.
- Candidates without mission experience must undergo Pre-Departure Orientation Seminar.
- Contingent composition targeted at 40% Police Commissioned Officers (PCOs) and 60% Police Non-Commissioned Officers (PNCOs).
- Women police inclusion encouraged.
- Deployment priority given to mission novices, then ranked by lesser prior missions.
- Special allocation (5%) for experienced personnel in new mission areas.
- Interim stand-by group formed from recently ended missions pending exams.
- Deferment requests are ranked last; second deferment leads to removal from list.
- Personnel on standby or active missions not eligible for secondment.
- Secondment approval requires mother agency and receiving organization consent; Civil Service Commission approval needed for >1 year secondments (max 3 years).
- Undertaking required before deployment affirming good conduct, respect for command, and no tour extension requests.
- Oath violation leads to repatriation and administrative charges.
Deployment and Post-Deployment
- Limit of three total missions per personnel; each extension beyond 1 year counts as a mission.
- Returned personnel assigned to PNP Training Schools for at least one year (excluding schooling time).
- Personnel in technical service generally ineligible unless specifically requested.
- Selection committee proceedings confidential.
Application Procedures and Requirements
- Applicants must: be at least Police Officer 2 (PNCO) or Police Senior Inspector (PCO); 5 years active service; permanent rank appointment; 3 years service left prior to detail; valid driver’s license with experience; recommended by unit commander; very satisfactory performance ratings; no pending cases; not dishonorably repatriated; computer literate; pass physical fitness and medical exams.
- Required documents during registration: recommendation letter, driver's license copy, authorized absence letter, certificates of clearance, service record, ECG for applicants 30+.
- Successful UNSAS passers may take UNSAT.
- Post UNSAT passing, applicants submit transcript, diploma, clearances, passport copies for nomination consideration.
PNP Selection Committee Composition and Functions
- Composed of key PNP directors and a Police Women Representative.
- Oversees screening, processing, and deliberation of PNP personnel for UN and international peacekeeping.
- Responsible for fair, transparent, equitable selection benefiting PNP and the Philippines.
- Committee decisions are recommendatory; final approval rests with Chief, PNP.
- Secretariat headed by Chief, Inter-Agency and International Affairs Division, DPL.
- Secretariat tasks: monitor policy implementation, coordinate with agencies and UN, maintain standby list, prepare nomination documents, announce vacancies, perform other tasks.
Funding
- All expenses borne by PNP funds.
Repealing Clause
- Existing inconsistent policies repealed or suspended.
Effectivity
- Effective 15 days after filing copy at the University of the Philippines Law Center, in accordance with Executive Order No. 292 (Revised Administrative Code of 1987).
