Categories of the Award
- The Rizal Pro Patria Award is divided into two distinct categories:
- Individual Award: Conferred upon individuals, whether Filipino or foreign, who meet the qualifications.
- Institutional Award: Conferred upon societies, institutions, or organizations that meet the qualifications.
Posthumous Conferment Provisions
- The award may be given posthumously.
- In such cases, the award is received by the legal heirs of the deceased.
- If no legal heirs exist, the award is received by the nearest kin.
- If neither legal heirs nor nearest kin exist, the President may designate any person to receive the award on behalf of the deceased.
Exclusivity of Recognition
- No individual or entity previously awarded a decoration by the Republic for a particular achievement shall be eligible to receive the Rizal Pro Patria Award for the same achievement.
- This prevents double recognition for identical deeds or contributions.
Design and Regulations of the Award
- The physical appearance, including form, make, and design of the decoration, is to be determined by the Philippine Heraldry Committee.
- The rules concerning the manner of wearing and other details are subject to the same committee’s regulations.
- These regulations require the approval of the President of the Philippines before implementation.
Legal Authority and Formality
- The order is vested upon the President by law to create and regulate the award.
- Signed in Manila on June 2, 1961, underscoring the formal and official enactment of the award system.
