Legal basis and predecessor laws referenced
- Executive Order No. 494 (December 6, 1991) had reorganized government-owned or controlled corporations, including the PCA, into a regular line bureau of the Department of Agriculture.
- Executive Order No. 494 had purportedly repealed the PCA charter, namely Presidential Decree No. 232, as revised by Presidential Decrees Nos. 961 and 1468.
- Executive Order No. 4 keeps the PCA charter in force, thereby preserving Presidential Decree No. 232 as revised by Presidential Decrees Nos. 961 and 1468.
Policy intent: maintaining PCA structure

What Executive Order No. 494 changes are revoked

- Section 1 of Executive Order No. 4 deletes Annex “D” of Executive Order No. 494.
- Executive Order No. 4 limits its revocation to the provisions of Executive Order No. 494 concerning the PCA.
Effect on the PCA charter
- Section 2 of Executive Order No. 4 provides that the charter of the Philippine Coconut Authority—Presidential Decree No. 232, as revised by Presidential Decrees Nos. 961 and 1468—remains in force and effect.
- Section 2 of Executive Order No. 4 preserves the legal continuity of the PCA’s charter notwithstanding Executive Order No. 494’s contemplated transformation.
Transitory and effectivity rules
- Section 3 of Executive Order No. 4 states that the Executive Order takes effect immediately upon issuance on July 11, 1992.
- Executive Order No. 4 directly addresses the status of Executive Order No. 494, which had not yet taken effect, and revokes only the PCA-related transformation provisions accordingly.
