Creation of Negros Island Region (NIR)
- Executive Order No. 183 (2015) created the Negros Island Region.
- The NIR was composed of cities, municipalities, and barangays from the provinces of Negros Occidental and Negros Oriental.
Reason for Revocation
- Prioritization of government programs and projects requiring sufficient funding.
- Establishing regional offices within the NIR required substantial appropriation.
- These financial requirements competed with funding for other priority government programs and projects.
Revocation of Executive Order No. 183 (Section 1)
- EO No. 183 which created the NIR is revoked.
- Negros Occidental reverts to Region VI; Negros Oriental reverts to Region VII.
Abolition of NIR Regional Offices and Regional Councils (Section 2)
- Regional Councils formed under EO No. 183 and Regional Offices created by Memorandum Circular No. 81 (2015) are abolished.
- Personnel from NIR Regional Offices must return to prior deployment units or be reassigned within their departments/agencies.
- Winding up operations of the NIR Regional Offices, including disposition of functions, positions, personnel, assets, and liabilities, must be completed within 60 days from effectivity.
Supervision by the Department of the Interior and Local Government (DILG) (Section 3)
- DILG is tasked to supervise the reversion of Negros Occidental and Negros Oriental to their respective regions.
- DILG may issue guidelines for the reversion process and abolition of Regional Councils and Regional Offices as needed.
Role of Other Government Agencies (Section 4)
- All national government departments, bureaus, offices, agencies, government-owned or controlled corporations, and financial institutions must provide full assistance to the DILG during the reversion process.
Repealing Clause (Section 5)
- All inconsistent orders, proclamations, rules, regulations, and issuances, wholly or partially, are repealed, amended, or modified to align with this Order.
Separability Clause (Section 6)
- Declares that if any section or part of the Order is found unconstitutional or invalid, the remaining provisions shall continue in full force and effect.
Effectivity (Section 7)
- The Order takes effect upon publication in a newspaper of general circulation.
- Signed and promulgated in Manila on August 7, 2017, by President Rodrigo Roa Duterte and Executive Secretary Salvador C. Medialdea.
