Lifting of Moratorium on Land Disposition in Small Islands
- The moratorium dated July 6, 1999, which prohibited the disposition and granting of titles, concessions, permits, or leases in all small islands nationwide, is lifted.
Resumption of Land Titling and Leasing Procedures
- All applications for land titling concerning classified A and D lands on small islands will be processed again.
- Issuance of leases or permits over public lands in small islands, including renewals and extensions, will also proceed.
- Processing will follow existing administrative and operational procedures prior to the revoked issuances.
Environmental Impact Assessment (EIA) as a Regulatory Tool
- The Environmental Impact Assessment system will be the mechanism to address environmental concerns related to small islands.
- This indicates a shift from prescriptive frameworks to an impact-based environmental review process.
Immediate Effectivity
- The order takes effect immediately upon issuance on March 17, 2003.
- This ensures no further delays in processing applications related to small islands.
Authority and Directive
- Issued pursuant to the instruction of President Gloria Macapagal-Arroyo during the 15th RDC-RPOC meeting in Tagbiliran City on July 17, 2002.
- Signed and promulgated by DENR Secretary Elisea G. Gozun.
