Production Area Requirements
- Must have fertile soil suitable for parental lines.
- Requires sufficient irrigation and efficient drainage.
- Area should not be shaded and must be free from serious past pest and disease incidents.
Inspection Procedures During Seed Production
- At least five inspection series by trained official seed inspectors.
- Inspection stages:
- Transplanting: confirm proper row orientation, planting distance, and seedling number per hill.
- Maximum tillering, pre-heading and flowering, and pre-harvest: ensure removal of off-types and other varieties.
- Harvest time: ensure timely harvesting of R lines (male parent) before A line (seed parent).
Field Standards
- Production Area: Minimum of five hectares of compact land.
- Isolation Measures to ensure genetic purity:
- Distance Isolation: Minimum 100 meters, with no other rice varieties except the pollen parent within this range.
- Time Isolation: Planting time adjusted so flowering of seed parent is separated by at least 3 weeks from other cultivars within 100 meters.
- Barrier Isolation: Utilize natural or artificial physical obstacles at least 2.5 meters high or crop barriers 2.5 meters high and 3-4 meters wide.
- Rouging: Remove volunteer plants and off-types anytime, especially during maximum tillering, flowering, and pre-harvest stages.
- Control of Weeds, Diseases, and Insect Pests: Maintain control to prevent field contamination.
Seed Standards
- Pure Seeds: Minimum 98.00% for both F1 and A line seeds.
- Weed and Other Crop Seed: Maximum 0.10%.
- Inert Matter: Maximum 1.90%.
- Red Rice Grains: Maximum 2 grains per 500 grams.
- Other Varieties: Maximum 1.00% for F1 seeds and 0.50% for A line seeds.
- Germination Rate: Minimum 85.00%.
- Moisture Content: Maximum 14.00%.
Tagging and Certification
- Seeds meeting certification standards are tagged by official seed inspectors.
- Tag Colors:
- Bright orange for hybrid F1 seeds.
- Old rose for hybrid rice parental seeds (A or CMS line).
- Non-compliance with any requirements results in denial of seed certification.
Effectivity and Supersession
- The Order takes effect immediately upon adoption.
- Supersedes Memorandum Circular No. 3, Series of 2000.
Legal Authority
- Issued pursuant to the Implementing Rules and Regulations of R.A. 7308, the Seed Industry Development Act of 1992.
- Approved by the National Seed Industry Council and signed by the Secretary of Agriculture.
