Qualified Scouts, including 4th year high school students and active Rovers, are granted exemptions from Citizens Army Training (CAT) to enhance character building and citizenship training, as approved by the Boy Scouts of the Philippines and DECS Regional Directors.

Qualifications for High School Scouts

  • 4th year high school students are eligible.
  • Must have attained at least the Outdoorsman Rank or First Class Rank.

Provisions for Rovers and Roverettes

  • The exemption rules also apply to Rovers and Roverettes intending to become members or managers of Rover circles.
  • They must actively participate in Rover Scouting activities.
  • To qualify, they need to have been active BSP members from first to third year high school.

Process for Application and Certification

  • BSP Regional Offices are authorized to verify and certify applications.
  • Coordination with respective DECS Regional Offices is required for processing exemptions.
  • A standard Application Form is provided and can be reproduced by BSP Regional and Local Councils.

Superseding and Continuity of Orders

  • This Order supersedes any conflicting provisions from previous orders (Department Order No. 30, 1974; MEC Orders No. 49, 1979; MECS Order No. 35, 1986).
  • Provisions not inconsistent with this Order remain effective.

Implementation and Dissemination

  • Immediate and wide dissemination of this Order is mandated to ensure proper guidance and compliance.

  • Official adoption date is December 1, 1998.
  • Signed by the Secretary of DECS, Andrew Gonzalez, FSC.
