Who may receive CAT exemption
- 4th year high school Scouts may be exempted from CAT.
- The Scouts must have attained at least the Outdoorsman Rank or First Class Rank.
- Scouts who have participated in a recognized international Scouting event may be exempted from CAT.
- Rovers and Roverettes may be exempted from CAT if they intend to become members or managers of Rover circles and actively participate in Rover Scouting activities.
- Rovers and Roverettes may be exempted from CAT provided they have been active members of the Boy Scouts of the Philippines from first year to third year high school.
Recommendation and approval process
- Exemption for qualified Scouts is granted upon the recommendation of the Boy Scouts of the Philippines (BSP) Regional Offices.
- Exemption is granted upon approval of the DECS Regional Directors concerned.
- For the application verification and certification process, BSP Regional Offices are authorized to facilitate the same.
- BSP must facilitate verification and certification in close coordination with DECS Regional Offices.
Application requirements and forms
- A standard Application Form is used by the Scout-applicant.
- The Application Form must be filled up by the Scout-applicant.
- Copies of the Application Form may be reproduced by BSP Regional and Local Councils.
Effect on existing orders and retained rules
- Department Order No. 30, s. 1974, MEC Order No. 49, s. 1979, MEC Order No. 49, s. 1979, and MECS Order No. 35, s. 1986 remain effective.
- Existing provisions remain effective only if they are not inconsistent with DECS Order No. 106, s. 1998.
