Purpose of the Circular
- Establishes rules for manufacture, dealership, import/export, sale, possession, carriage of airsoft rifles/pistols.
- Regulates operation and recognition of airsoft teams and game sites.
Scope of Application
- Covers all natural or juridical persons intending involvement with airsoft rifles/pistols.
- Includes provisions for establishing and operating airsoft teams and game sites.
Definition of Airsoft Rifle/Pistol
- Devices powered by battery, spring, or gas.
- Discharge only plastic or rubber pellets.
- Distinguished from mere replicas which do not discharge pellets.
Use Restrictions
- Airsoft rifles/pistols classified as special type of airgun.
- Use limited to sporting activities such as war game simulations.
- Velocity limit of 550 feet per second while using 20 gram BB pellets; exceeding this disqualifies for registration.
Manufacture and Sales Licensing
- Manufacturers and dealers must secure licenses from the Philippine National Police (PNP) through Firearms and Explosives Division (FED-Civil Security Group).
- Governed by existing rules from Revised Memorandum Circular Number 99-009.
Markings and Identification
- For airsoft guns without serial numbers, a barcode sticker with a unique serial number will be affixed.
- Existing serial numbers must be registered as is.
- Duplication or falsification leads to license revocation.
- Muzzle tips must be painted bright red or orange for not less than 6.35 cm.
Registration Procedures
- Application for possession licensing in line with PNP SOP Number 13, with lowered minimum age of 18 years.
- Registration is one-time; transfer requires compliance with established procedures.
- Transfer of physical possession only after license approval.
Transport Regulations
- Transport requires a Permit To Transport (PTT) from relevant authorities.
- PTT covers up to five airsoft units.
- Valid nationwide for one year, except in high-crime areas.
- Airsoft guns must be secured in bags or cases while transported.
Import and Export Controls
- Importers/exporters must obtain permits from PNP FED-CSG before shipment.
Airsoft Teams
- Teams require accreditation from FED-CSG.
- Must have minimum ten registered airsoft owners, a permanent address, and president.
- Must abide by a Code of Conduct, Safety, and Rules of Engagement formulated by the Airsoft Association of the Philippines.
Airsoft Game Sites Authorization
- Operators must request written permission from the local Chief of Police for use of any area as a game site.
- Applies to simulations, war games, shooting competitions, and exhibitions.
Transitional Provisions
- Current manufacturers, dealers, and owners have six months to comply by securing licenses, registering airsoft guns, and paying fees.
Rescission of Prior Inconsistent Rules
- Prior inconsistent regulations are rescinded or modified accordingly.
Penalties
- Violations result in cancellation of Certificate of Registration and confiscation of airsoft rifles/pistols.
- Civil and criminal charges may be filed as warranted.
Effectivity
- Circular takes immediate effect upon issuance on December 4, 2007.
