Eligibility Requirements for Police Positions
- Appointees to Police Officer and Senior Police Officer positions must pass one of the following exams:
- INP Entrance Examination,
- Police Officer 3rd Class Examination,
- CSC Police Officer Entrance Examination.
- Eligibilities obtained extend to first level positions in the Fire and Jail Bureaus for both uniformed and non-uniformed roles.
- Career Service Subprofessional eligibility holders may be temporarily appointed as Police Officer I if Police Officer eligibility is absent.
Requirements for Contractual and Casual Employees
- Must meet qualification standards except for eligibility requirement.
- Exceptions apply if special laws, such as Board Laws, impose other requirements.
Qualification Standards for Newly Created Positions
- Prescribed by the CSC upon receipt of the list of newly created positions.
Educational Requirement for Division Chief Positions
- Masteral degree required for division chief positions meeting these criteria:
- Career position,
- Salary Grade (SG) 24,
- Highest position in division/department or hierarchy per IOS with SG 24.
Recognized Degrees Equivalent to Masteral for Division Chief Positions
- Doctor of Medicine (MD), Bachelor of Laws (LLB), Doctor of Dental Medicine/Dental Surgery (DMD), Doctor of Veterinary Medicine (DVM) considered appropriate educational attainment.
Exceptions from Masteral Degree Requirement
- Non-career positions: casual, contractual, confidential, coterminous.
- Positions with Salary Grade lower than 24.
- Staff positions with SG 24 or above (e.g., Executive Assistant VI, Conciliator).
- Career Executive Service (CES) positions with SG 25 and above.
Eligibility and Skills Test for Certain Positions
- For positions under CSC M.C. No. 11, s. 1996, Career Service Professional and/or Subprofessional eligibilities are considered appropriate.
- Applicants with these eligibilities are exempt from the skills test requirement.
Career Service Executive Eligibility (CSEE)
- Appropriate for all third-level positions.
Effectivity
- The Memorandum Circular takes effect 15 days after its publication in a newspaper of general circulation.
