Registry Inclusion Threshold

- Residents of the barangay where the school is located.
- Residents of the municipality.
- Residents of the city or province.
- Ranking in registry resolves ties among applicants within same locality.
- Secondary schools may accept qualified applicants outside preferred specialization area if none locally available.
Right to Protest
- Qualified teacher-applicants can protest appointments or assignments within three months.
- Protests filed in triplicate at regional office, must be sworn and substantiated.
- Procedures prescribe timelines for respondent answers, complainant rejoinders, and Regional Director decisions.
- Appeals escalate to Secretary of Education then Civil Service Commission.
Repealing Clause
