Role and Authority of the Career Executive Service Board (CESB)
- CESB is the governing body of CES
- Mandated to promulgate rules on selection, classification, compensation, and career development of CES members

Definition and Status of a Career Executive Service Officer (CESO)
- CESO: individual conferred with CES eligibility by CESB, appointed to a CES position, and granted CES rank by the President
- CES ranks designate career executives at levels according to their appointment
Principle of Reactivation of CES Ranks
- Established by CESB Resolution No. 554 (2004): "once a CESO, always a CESO"
- CESOs may be active or inactive depending on appointment to CES positions
- Inactive CES rank may be reactivated upon re-entering a CES position
Revision of Reactivation Guidelines (CESB Resolution No. 726, 2008)
- Allows immediate reactivation of CES ranks upon re-entry to CES position without waiting period
Title and Coverage of the Revised Guidelines
- Known as "The Revised Guidelines on Reactivation of Career Executive Service (CES) Ranks"
- Applies to all CESOs in all government departments and agencies covered by CES, unless otherwise provided by law
Conditions Causing Inactive CES Rank
- CES rank becomes inactive upon separation from CES due to:
- Acceptance of non-CES position
- Dropping from government rolls
- Other separations except dismissal for cause
- Dismissal for cause after due process results in loss of CES rank
Circumstances Where CES Rank Remains Active
- Appointment to CES position, even if as Officer-in-Charge or acting capacity in a non-CES position
- Secondment or detailing to any CES or non-CES position within CES-covered agency
- Being placed in the CESO pool
Consequences of Inactive CES Rank
- CESO with inactive rank loses rights and privileges accorded to the rank by law
Procedures for Reactivation of CES Rank
- Requires re-appointment to any CES position
- Submission of:
- Certified appointment paper
- Certified service record
- Updated CES Personal Data Form
- Clearances from: department/agency, Civil Service Commission, Sandiganbayan, Presidential Anti-Graft Commission
- Self-certification under oath confirming no pending administrative or criminal cases
- CESB will not reactivate rank if CESO has dismissal for cause after due process
Communication and Implementation
- Resolution to be furnished to the Office of the President for information and guidance
- Signed and adopted by CESB members on March 14, 2008
