Policy on Registration of Total Loss Vehicles

Monthly Reporting by Insurance Commission

  • The Insurance Commission must submit monthly reports to the LTO Law Enforcement Service on vehicles paid under the Total Loss category.
  • Reports include vehicle photographs (all sides), number plates, original registration certificates, and latest official receipt of registration fee payment.

Alarm System Protocol

  • The report triggers an alarm in the LTO IT system under Alarm Type aCTL (Constructive Total Loss).
  • Pending system update, LES encodes vehicle details under Alarm Type aCR (Crime) within two hours of report receipt.
  • Alarm details are forwarded to the Central Office Operations Division for retrieval of original registration records.

Retrieval and Evaluation of Registration Records

  • Central Office Operations Division requests certified true copies of all initial registration records from the district office.
  • Records are evaluated for authenticity and compliance.

Procedures for Lifting the Alarm

  • Applicant secures a Lifting of Alarm (LOA) form and submits the vehicle for inspection at the nearest District Office or designated Motor Vehicle Inspection Center.
  • Inspection includes verification of engine and chassis stencils as per Motor Vehicle Inspection Report.
  • Required documents include proof of ownership, LOA form, alarm screenshot, insurance commission report, motor vehicle clearance from PNP Highway Patrol, and authorization if represented.
  • Upon evaluation:
    • Roadworthy vehicles recommended for alarm lifting.
    • If only engine or chassis is restorable, system updates deactivate corresponding alarms, with mandatory duplicate plates issuance.
    • Restored chassis or engine can serve as replacement parts.
  • Recommendations require executive director approval and implementation by the Traffic Adjudication Service.

Registration Venue and Violations

  • Registration is processed at the district office nearest the regional office, except NCR where Diliman District Office handles it.
  • The initial registering district office is furnished with all pertinent records.
  • Personnel violating the circular are subject to criminal and/or administrative sanctions.

Repeal and Compliance

  • This memorandum circular amends the prior circular dated December 8, 2011.
  • All inconsistent memoranda or regulations are revoked.
  • Strict compliance is mandated.
