Purpose of the Revised Implementing Guidelines
- Provide uniform interpretation and strict implementation of MMDA Resolutions No. 11-02 (2011) and 02-27 (2002).
- Establish standard procedures for vehicle tagging of Public Utility Vehicles (PUVs) in Metro Manila.
Definition and Scope of Vehicle Tagging
- Vehicle Tagging means painting license plate numbers on the roof, front, back, and sides of PUVs with specific color schemes.
- Major and secondary thoroughfares are defined as highways, avenues, boulevards, and streets classified by the DPWH within Metro Manila.
- Policy covers all registered and franchised PUVs including city and provincial buses, jeepneys, taxi cabs (metered or garage to terminal), excluding airport taxis and PUJs with only local/interior routes that do not traverse significant major thoroughfares.
Classification and Color Coding of PUVs
- Ten categories with designated background colors for tagging:
- City Operation Buses plying EDSA - Yellow
- City Operation Buses not plying EDSA - Orange
- Provincial Buses plying EDSA - Red
- Provincial Buses not plying EDSA - Violet
- Public Utility Jeepneys - Brown
- Metered Taxis - Blue
- Non-metered/Garage to Terminal/AUV Taxis - Green
- School Buses - Gray/Silver
- Tourist/Shuttle Buses - Pink
- Cargo Trucks - Gold
- Definitions for "plying EDSA" buses clarified by routes.
Specifications and Requirements for Vehicle Marking
- Within 3 months of issuance, the tag must be painted horizontally on the roof with specified dimensions:
- Buses, school, tourist, shuttle buses, cargo trucks: 900mm x 1200mm
- Jeepneys, van-type, and sedan taxis: 400mm x 900mm
- Reflectorized paint required for visibility.
- New or untagged vehicles must also paint sides and back with minimum size one-third of roof mark.
- Authorized routes painted below side tag (minimum half the size of side tag).
- License plate numbers must be in plain bold figures over the color background:
- Letter width and margins specified for clarity.
- Black paint for all except provincial buses which use white.
Implementation Procedures and Enforcement
- Installation of additional DOTC CCTVs at strategic locations including loading/unloading zones and accident-prone areas.
- PUVs found operating outside their classification/color scheme on routes will be deemed "Out-of-Line" or colorum.
- Exceptions for taxis, school buses, tourist/shuttle buses, cargo trucks regarding route restrictions but subject to local ordinances.
- Violations processed under MMDA's "No Physical Contact Policy" and relevant memoranda.
- A 3-month compliance period granted to owners/operators/franchise holders.
- Non-compliance penalties:
- ₱500 fine
- Possible LTFRB franchise suspension/cancellation recommendation
- MMDA to coordinate consistently with LTFRB and other agencies for enforcement.
Legal Provisions: Separability and Repeal
- Separability Clause: Invalidity of one provision does not affect others.
- Repealing Clause: Any conflicting prior memoranda or issuances are amended or repealed accordingly.
Effectivity
- The Revised Memorandum Circular takes effect immediately upon adoption on April 8, 2011.
