Criteria for Selection of Proposed Livestock Market

  • Located in a centrally accessible livestock-producing area with good transport.
  • Existing market or pooling place for livestock sales.
  • Local officials' interest and willingness to support market establishment.
  • LGU programs supporting continuous livestock production.
  • At least 25 km away from nearest accredited livestock "oksyon" market with different market day.
  • Established away from slaughterhouses as per regulatory guidelines.
  • Availability of construction funds.
  • Project site ownership by LGU, cooperatives, or NGOs.
  • Compliant with consumer protection and animal welfare laws (R.A. 7394 and R.A. 8485).

Requirements for Accreditation

  • Submission of a resolution letter of interest and support by LGU, cooperative, or NGO.
  • Provision of benchmark information for evaluation.
  • Project site ownership and minimum 0.5 hectare size with expansion possibility.
  • Facilities including office, scale house, sheds, pens, tie rails, corrals with amenities, loading/unloading ramps, perimeter fence, water, and lighting.
  • Presence of weighing scale (mechanical or digital) with 1-ton capacity.
  • Adequate personnel: Market manager, veterinarian or inspector, grader/weigher, yardman, office staff, security guard.
  • BAI to provide layout and design assistance through Department of Agriculture Regional Field Units.

Application and Approval Process

  • Marketing Development Division (MDD) of BAI handles accreditation.
  • DA Regional Field Units endorse feasible proposals.
  • Site and facilities inspection by BAI team before approval.
  • Payment of inspection fee (P500) and accreditation fee (P2,000) required.

Issuance and Renewal of Accreditation

  • Tripartite agreement signed among operator, BAI, and DA Regional Field Units defining responsibilities before operation start.
  • Accreditation valid for one year; renewal application to be submitted at least one month prior to expiry.

Revocation of Accreditation

  • Accreditation may be revoked for violations of BAI and DA rules or if government interests so require.

Marketing and Operating Procedures

  • Market Manager ensures cleanliness and scale maintenance.
  • Entry of animals subject to health inspection; healthy animals tagged, weighed, graded, and housed.
  • Verification of handlers’ licenses and transport vehicle accreditation.
  • Disinfection of vehicles and facilities including wheel baths and footbaths.
  • Holding area established away from slaughterhouses.
  • Suspected sick animals quarantined and handled by authorized personnel.
  • Market charges must be assessed and collected properly, categorized by specie and type of service/facility use.
  • Buyers must present receipts and documents for animals at exit; verification upon release.

Duties and Responsibilities of Market Personnel

  • Superintendent/Manager: Oversees entire operation, enforces bio-security, prepares reports and plans.
  • Veterinarian/Inspector: Animal inspection, bio-security enforcement, disease reporting, sanitation.
  • Grader/Weigher: Weighing, grading, issuing slips, maintaining equipment, keeping records.
  • Yardman/Helper: Maintain cleanliness, direct animals to weighing scale and pens, maintain facilities.
  • Security Guard: Maintain peace, verify documents for animal movements.
  • Collecting Officer: From local treasurer office; collects fees and issues receipts.
  • Office Staff: Prepare documents, register buyers, maintain transaction records, compute and process paperwork.

Monitoring and Reporting

  • Inspections twice weekly by Veterinary Quarantine Officers.
  • BAI to provide list of accredited markets to LGUs for verification.
  • Monthly transaction reports submitted by Market Manager to BAI and DA Regional Field Units.

Cooperating Agencies and Their Functions

  • Department of Agriculture (DA) oversees policy review and enforcement; through BAI and Regional Field Units supports implementation, training, evaluation, disease control, and facility development.
  • Local Government Units (LGU) responsible for market superintendent position, adoption of order, assistance in implementation and disease control, enforcement of policies and laws, maintaining sustainability, fee management, and registration of traders.
  • Department of Interior and Local Government (DILG) ensures LGU cooperation.

Closure of Livestock Market

  • Closure is justified if operators fail to comply with BAI policies and regulations.

Penalties

  • Violations by Municipal Mayor or market operator subject to fines (P1,000 to P10,000) or imprisonment (2 months to 1 year), or both, at court discretion.
  • Accreditation revoked if offending any order provisions.

Effectivity

  • Order takes effect 15 days after publication and filing with relevant legal depository.
