Classification: Persons Covered
- Persons or entities involved in inter-provincial or regional handling, transportation, or distribution of livestock, poultry, and related products must be registered and licensed.
- Covered categories include:
- Livestock/Poultry Dealer (LPD): Buys and sells slaughter stock from producers to meat dealers.
- Livestock/Poultry Carrier (LPC): Transports livestock or poultry from seller to buyer.
- Meat Handler Dealer (MDH): Distributes wholesome meat to outlets like markets, cold storage, etc.
- Meat Vendor (MV): Retailer of meat in fixed outlets.
- Meat Processor (MP): Converts raw meat materials into processed or canned meat.
- Milk Handler/Dealer (MHD): Distributes milk from farms to processing plants or retail outlets.
- Egg Handler/Dealer (EHD): Distributes eggs from farms to various retail outlets.
- Butcher/Dresser (BD): Engaged in slaughtering, dressing, and cutting of animals.
- Hide Handler/Dealer (HHD): Wholesale trading of hides from local slaughtered animals.
- Meat Cutter (MC): Skilled in cutting meat for hospitality and consumers.
Where to Apply
- Registration and licensing handled by:
- Marketing Development Division of Bureau of Animal Industry (BAI) for Metro Manila.
- Livestock Division of Regional Field Offices (DA-RFO) for other regions.
Requirements on Application
- Submission of completed, notarized application form.
- Required documentary submissions depending on entity type:
- Corporation: Articles of Incorporation or SEC registration.
- Partnership: SEC or Domestic Trade registration or legal papers establishing partnership.
- Single Proprietorship: Domestic Trade or municipal/city registration.
Essential Requirements Before Approval
- Applicants must attend a seminar/lecture conducted by BAI or regional Livestock Division on proper animal and meat handling, equipment use, shipment control, and other licensing responsibilities.
Issuance of License and Certificate of Registration
- Issued only by BAI Director after processing by Regional Livestock Divisions and forwarding to BAI Central Office.
- Licenses and certificates are non-transferable and valid only within approved areas.
- Licensed individuals must carry the license or a copy during official duties.
Payment of Fees
- Fees consist of:
- Registration including certificate: ₱50.00
- Issuance of license: ₱50.00
- Seminar fee: ₱100.00
- Total: ₱200.00
- Fees collected by DA-RFO must be remitted monthly to BAI Cashier's Office.
Renewal and Revocation of License
- License valid for one year; renewal application submitted at least one month prior to expiration.
- License may be revoked anytime for violation of BAI rules or in the interest of the government.
Monitoring of Registrants and Licenses
- Marketing Development Division of BAI prepares monthly lists of registrants and licensees.
- Livestock Divisions of DA-RFO send monthly reports to BAI on registration and licensing transactions.
Criminal Penalty
- Unlicensed business involved in shipping/transporting livestock, poultry, meat, milk, eggs, hides, and skins is penalized.
- Those buying/shipping meat from non-NMIC accredited slaughterhouses or handling products from premises with dangerous communicable diseases without notifying authorities incur penalties.
- Penalties include fines up to ₱1,000 or imprisonment up to one year, or both.
Repealing Clause
- All incompatible rules and regulations are repealed or modified accordingly.
Effectivity
- Circular takes effect immediately upon publication in a newspaper of general circulation and after filing three copies with U.P. Law Center.
