Core holiday rules for working days
- A special public holiday for any province, city or municipality may be declared, but such day is a regular working and school day.
- Working days that fall between holidays or between a holiday and a Sunday are considered special public holidays.
- When a legal holiday falls on a Sunday, the following Monday is not a holiday, unless a proclamation declares it a special public holiday.
- Other holidays for special purposes such as elections and related events are covered by special proclamations.
- If unforeseen special public holidays prolong the suspension of work, the Saturdays immediately following such holidays may be declared as working days.
Floods and typhoons: class suspension rules
- Academic holidays due to floods and typhoons are governed by rules and regulations prescribed by the Ministry of Education and Culture on suspension of classes.
- For Signal No. 1, classes may be suspended at the discretion of the school management.
- For Signal No. 2, classes in Elementary and High School are suspended.
- For Signal No. 3, classes in all levels are suspended.
- All private and government offices must follow the announcement of the Office of the President on holidays due to floods and typhoons in accordance with Memorandum Circular No. 1105.
Observed holidays and dates
- Unless modified by law, order, or proclamation, the following holidays are observed in the Philippines:
- Legal Holidays include:
- New Year’s Day on January 1.
- Maundy Thursday on a movable date.
- Good Friday on a movable date.
- Labor Day on May 1.
- Araw ng Kagitingan (Bataan, Corregidor and Besang Pass Day) on May 6.
- Independence Day on June 12.
- Filipino-American Friendship Day on July 4.
- National Heroes Day on the last Sunday of August.
- Bonifacio Day on November 30.
- Christmas Day on December 25.
- Rizal-Day on December 30.
- Nationwide Special Holidays include:
- Barangay Day on September 11.
- National Thanksgiving Day on September 21.
- All Saints Day on November 1.
- Last Day of the Year on December 31.
Special cases and limits
- The holiday guidelines do not affect the Calendar of Race approved by the Philippine Racing Commission.
- The only timing rule that reassigns a holiday due to a Sunday application provides that the following Monday is not a holiday unless a proclamation declares it a special public holiday.
- Elections and related special-purpose holidays are governed by special proclamations rather than the general holiday calendar.
- Flood and typhoon-related office holidays follow the Office of the President announcements under Memorandum Circular No. 1105.
